It is anticipated that this position will work a blend of remote and in-office work at our downtown Madison location ( 201 E. Washington Ave. ). Our office is located near a wide variety of restaurants and food carts, live music and events, the farmer's market, B-cycle rentals, lakefront parks, the Capital City bike path, and multiple bus routes.
This recruitment may be used to fill future similar vacancies (permanent, project or Limited Term).
Position Summary
The Deputy Legal Counsel will function as an attorney and legal advisor for the Department o f Workforce D evelopment (DWD) in all program areas. Represent DWD in legal actions and proceedings, particularly in personnel-related matters. Respond to questions raised by the Department of Justice in performing legal services for DWD. Provide legal advice regarding the administration of DWD programs. Respond to open record requests and to issues involving the confidentiality of records. Participate in the development and review of Department/HR policies. Advise the department on negotiating and drafting grants, MOUs, and contracts. Draft and review state legislation and administrative rules affecting DWD. Interpret federal legislation and regulations and draft comments on proposed rule changes where appropriate. Represent DWD at legislative hearings and other public forums .

Salary Information
Starting pay is between $100,400 and $114,400 per year, depending on qualifications, plus an exemplary benefits package :

The classification title for this position is Attorney (schedule 09, range 75). A 12-month probationary period will be required. This position represented by the Wisconsin State Attorneys Association and is considered exempt under the Fair Labor Standards Act.
Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

Hybrid remote work requirements: This job has remote work opportunities with an in-person meeting in the Madison office at least one time per week. High-speed internet access is required to meet the needs of remote work. Remote work options are subject to change.
Criminal histories: We also consider all qualified applicants with criminal histories, consistent with applicable federal, state and local law. Finalists for this position may be required to allow DWD to conduct a background check or other checks to determine whether the circumstances of any conviction may be related to the job being filled. For positions with access to sensitive federal tax information, FBI fingerprinting is required for this position.
Eligibility to work in United States: Applicants must be legally entitled to work in the United States (i.e. a US citizen or national or a lawful permanent resident) at the time of appointment. DWD does not sponsor visas and is not an eligible OPT employer for those with F1 visas. This is not a contract position. Any appointment made will be contingent on the applicant completing the I-9 upon hire.

- *Licensed to practice law in the State of Wisconsin.
- *Experience litigating in administrative, criminal, or civil matters, including preparing for hearings or trials, conducting discovery, participating in hearings or trials, or negotiating settlements.
- *Experience drafting legal documents (e.g., pleadings, motions, briefs, discovery requests, or similar).
- *Experience providing legal advice related to employment law.
- Excellent communication skills.
- *Experience providing legal advice in the negotiation, interpretation, and administration of grants or contracts.
- *Experience providing legal advice on the drafting and review of federal or state legislation and administrative rules/regulations.
- *Experience providing formal and informal legal advice to top management.
