Duties

Summary

The United States Capitol Police (USCP) safeguards the Congress, Members of Congress, employees, visitors, and Congressional buildings and grounds from crime, disruption, and terrorism. We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.

Responsibilities

This position is in the Office of the ChiefAdministrative Officer (OCAO), United States Capitol Police (USCP orDepartment). The OCAO has central responsibility for the managerial andadministrative operations for the Department. The Chief AdministrativeOfficer (CAO) leads the OCAO and is directly responsible for the human capital,information and technology, financial, procurement and acquisition, and generaladministrative services for the Department.

The incumbent of this position serves as the Department's Program Manager forStrategic Workforce and Human Capital Planning and reports to the CAO. The incumbent is responsible for providing advice and guidance to topexecutives and managers on the impact of Department policies, proposals, and decisionson strategic human capital, workforce planning, and resource allocation. Possesses broad and in-depth federal human capital technicalexpertise. Plans, directs, and administers technical advice,assistance, and guidance to Department Bureaus and Offices on staffingstrategies, resource allocation, workforce planning and modeling. This positionexercises the full range of supervisory authorities and responsibilities indirecting and managing the work of a subordinate staff.

As Program Manager, the incumbent exercises delegatedauthorities on a regular and recurring basis. As an expert on workforceplanning, the incumbent practices a continual process used to align the needsand priorities of the organization with those of the workforce to ensure it canmeet its legislative, regulatory, and service requirements and organizationalobjectives. This involves complex analysis and forecasting, along with the application of statistical and operational research methods,management and organizational development theories and concepts, and humancapital practices to fulfill USCP's mandate and strategic objectives.

Analyzesand reports on the implications of alternative workforce models and out yearplans, including impacts on budget formulation and execution, as well as hiringand training strategies and resource allocations. Activities involve sensitiveissues, gaining the required commitment from competing interests, andfundamental changes to organizational alignment and other processes, whichenhances the management of the Department's workforce.

You must be a U.S. citizen.Successful completion of a background investigation is required.Must complete a one-year probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below.

For the CP-14: Incumbent must have at least 52 weeks qualifying for the CP-14/Senior Executive Service level with one(1) year of specialized experience equivalent to the next lower grade CP-13/GS-15. Specialized experience is defined as 1) Comprehensive and extensive knowledgeof program evaluation and measurement technics to perform workforce planning.2) Expert knowledge of statistical theory and techniques, methods, principles,workforce modeling, projections, and procedures coupled with skill indeveloping problem-solving methods. 3) Thorough knowledge of Federalprocurement laws, policies, and regulations, as well as experience developingoperational policies and standard operating procedures. 4) Experience managingbudget operations, including budget formulation and execution.

The primary reasoncandidates fail a background investigation is due to deliberately withholdingor omitting material facts. Providing false and/or misleading information maybe grounds for removal from the application and selection process.
