Description
Under general direction, the purpose of the position is to perform complex and specialized professional and executive level administrative support to the City Manager. Employees in this classification perform in an assistant to executive capacity and are accountable for the accuracy of executive support duties performed as directed by the City Manager. Position is accountable for acting as liaison between the City Manager, Mayor, and Commission with all City, County, and/or State related activities. Position has a high degree of independence and initiative, latitude in exercise of independent judgment concerning assigned duties, and confers with City Manager on matters involving unusual administrative issues. Performs related work as directed.
Hiring Salary Range: $138,012 to $172,793 (annually)

Minimum Qualifications
Any combination of training and experience which would provide required knowledge, skills, and abilities are qualifying. A typical way to obtain the required qualifications would be:
Bachelor's Degree in Urban Planning, Public Administration, or related field supplemented by two (2) to three (3) years in an administrative support capacity; or an equivalent combination of education, training, and experience.

- Produces and coordinates grant proposals and legislative funding requests; manages grants and the effective initiation and utilization of grant funds for City projects and programs.
- Prepares Commission Agenda Reports with the direction of the City Manager; assists the Mayor and Commission in the legislative decision-making process.
- Acts as liaison between the City Manager, Mayor, and Commission with all City, County, and/or State-related activities and programs; e.g., scheduling, conferences, correspondence.
- Acts as the City's resilience officer, responsible for the execution of the City's Climate Action Plan and greenhouse reduction strategies.
- Manages marketing and public relations for the City. This includes contract management of the outsourced PR firm, updating and maintaining the City website, crisis communications, and approving and writing content for social media.
- Oversees the City's Strategic Plan implementation and performance measurement.
- Oversees the performance and actions of the City Clerk's Office.
- Oversees the performance and actions of the Information Technology Department.
- Receives telephone, email, and in-person inquiries, ascertains the nature of the request, and assists and/or directs the general public in all City-related concerns.
- Generates various complex and specialized correspondence, articles, memos, agendas, orders, reports, forms, manuals, or other relevant materials appropriate to the assigned department; develops and generates material for executive's public speaking engagements and official correspondence.
- Attends meetings, conferences, and briefings to document subject matter concerning amendments and developments impacting the City and ascertains the priorities of the
City Commission and City Manager. - Formulates projects for the Commission and Manager and manages those projects approved. Locates funding, advocates for the City with legislators, and monitors progress.
- Performs a variety of complex and specialized administrative functions; e.g., analyzing data, typing, reports processing, documentation verification.
- Performs a variety of critical record-keeping duties and manages department record-keeping and filing systems.
- Serves on procurement committees.
- Performs related duties as assigned.
