General Statement of Duties

Performs all types of sampling and monitoring including routine, non-routine, and complex at locations Countywide as assigned; programs, operates and maintains sampling and monitoring related equipment within critical guidelines; prepares and maintains a wide variety of records, technical reports and required documentation; assigned and handles all types of customer interactions and issues, including routine, complex and at times sensitive interactions and issues; works with citizens and businesses on discharge issues; schedules daily/weekly work assignments of specialists; performs annual facilities inspections for all types of businesses; provides support and backup to section supervisor and may act as lead worker; and performs other duties as assigned.

Minimum Qualifications
Two (2) year degree in relevant field with relevant course work in mathematics, environmental science, biology or other related field with a preference for a four (4) year degree and six (6) years of relevant work experience; OR , any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
Additional Information
This position reports to the Water Reclamation Facility in Varina at 9101 WRVA Road.
The successful candidate will be required to complete the California State University, Sacramento Pretreatment Facility Inspection Course within the first year of employment.
This position is part of a career series and may be filled at any level based on the skills and experience of the successful candidate. Expected hiring range will be at the lower end of the listed pay grades. The levels are as follows:
Water Quality Compliance Specialist I: Graduation from high school with relevant coursework in mathematics and science completed at the high school or college level; Two (2) year of relevant work experience; OR, any equivalent combination of education, experience and training which provides the required knowledge, skills, and abilities. (Grade HP.21 Salary range $ 47,788)
Water Quality Compliance Specialist II: Two (2) year degree in relevant field with relevant coursework in mathematics, environmental science, biology, or other related field; Four (4) years of relevant work experience; OR, any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. (Grade HP.23 Salary range starting at $ 52,486)
Water Quality Compliance Specialist III: Two (2) year degree in relevant field with relevant coursework in mathematics, environmental science, biology or other related field, with a preference for a 4-year degree; Six (6) years of relevant work experience; OR, any equivalent combination of education, experience and training which provides the required knowledge, skills and abilities. (Grade HP.25 Salary range $ 57,646)

Requires a valid driver's license to perform assigned duties at various locations Countywide.

Essential Duties
- Perform routine monitoring, testing, analysis and sampling of various types of wastewaters including storm water, groundwater, Fats Oils and Grease, and drinking water, including PFAS
- Program autosamplers for sample collection and troubleshoot issues while working in the field
- Properly maintain, clean and store sampling equipment
- Perform field test analysis with the use of pH meters and colorimeter test equipment
- Perform thorough wastewater inspections at permitted and non-permitted facilities with the ability to write concise, detailed reports
- Create and maintain accurate records, both paper and electronically, as it relates to monitoring/sampling activities and investigations
- Manage laboratory software system with the ability to maneuver and input monitoring data
- Utilize as-built utility plans and Geographic Information System (GIS) to assist in verification of sampling locations and identify proper monitoring manholes
- Perform dye testing as necessary to determine flow and sources of wastewater
- Conduct investigations due to illicit discharges throughout the County
- Review Plans of Development for construction plans submitted to the County for new or existing businesses and provide comments to Design Section regarding wastewater discharge type proposed by the business
- Prepare and maintain strict chain of custody and any other required documentation
- Review and interpret sampling data with the ability to recognize results that are in exceedance of permit or local limits
- Ability to make accurate mathematical calculations
- Ability to effectively communicate and respond to several types of inquiries from citizens, business owners and County personnel
- Use Customer Information System (CIS) to look up utility accounts and discharge information
- Identify and provide Industrial Waste Surveys to businesses that discharge non-domestic wastewater to ensure compliance with County Code and State/Federal regulations
