The Department of Rehabilitation Medicine has an outstanding opportunity for a Director of the Neurological Vocational Services Unit to join their team.

The department offers four graduate degree programs, including master's degrees in Occupational Therapy and Prosthetics & Orthotics, as well as a Doctor of Physical Therapy, and a PhD in Rehabilitation Science.
The Director of the Neurological Vocational Services Unit (NSVU) provides overall strategic vision and leadership for this regional program which serves clients who have severe neurological disabilities and conditions with vocational assessment, job placement, and follow-up services. Clients are referred primarily from Washington state Department of Vocational Rehabilitation and Disability Services for the Blind but is expanding services to Labor and Industries and other funding agencies.
This program must meet the accreditation standards set by the Commission for Accreditation of Rehabilitation Facilities (CARF). The Director's role includes overall direction for strategic planning, financial management, grant and contract management, communications and marketing. This program is funded through service contract revenue and grants and contracts, each with unique and complex requirements and standards related to types of services provided, documentation and billing standards.
DUTIES AND RESPONSIBILITIES
Program Strategic Planning and Management
Sets overall strategic direction for the Unit in collaboration to refine the mission, vision and values of the Unit as needed to meet the client and key stakeholders needs, ensuring these are consistent with UW Medicine and the Department of Rehabilitation Medicine's strategic goals.
Directs and oversees program finances. Projects annual budget and tracks progress to meeting financial targets adjusting services to maintain financial health of the program in balance with client needs. Ensures the program implements accurate billing practices.
Follows Harborview Medical Center policies and procedures and those developed by the Unit that guide programmatic operations and assure sound financial management and the ethical provision of services that benefit the clients they serve.
Manages program grants and contracts.
Leads grants and contract through full life cycle, providing the full spectrum of grant/contract development (responding to RFPs, developing grant proposals, etc.) and processing them through the appropriate offices for approval (department, School of Medicine, OSP).
Optimizes and manages billing processes for contract services which make up the majority of the program's income and is crucial for the program's future and financial health.
Develops communications and marketing strategies to promote and develop new opportunities for external contracts. Markets services to other vocational agencies and is responsible for increasing revenue streams that assure the Unit's financial viability.
Supervises several staff members and volunteers.
Ensures their work aligns with program priorities and meets contract requirements. Provides training and direction on daily operations.
Accreditation and Client Services
The Director assures the validity and reliability of the client information submitted to Washington State's client outcomes management system which directly impacts reimbursement for services. This position provides ongoing oversight and monitoring of client data, developing training for staff and for new hires and keeping current on changes impacting client services and the submission of outcomes data.
Oversees client service, ensuring they meet the most current CARF standards, reviewing policies on a recurring frequency to ensure program and service excellence.
Manages and maintains program budgets, client information and program data for ongoing readiness for survey.
Serves clients referred by state and other funding agencies to optimize their employment options and placement. Services include performing evaluations and other services contracted by the Division of Vocational Rehabilitation and Department of services for the Blind and other agencies.
MINIMUM REQUIREMENTS
Master's Degree in Rehabilitation Counseling or related field.
Two years of experience working in disability or vocational services specifically in client assessment and job placement.
Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
ADDITIONAL REQUIREMENTS
Program management experience including billing standards and practices related to vocational services.
Understanding of ADA law and CARF accreditation standards.
Rehabilitation Counselor Certification.
DESIRED QUALIFICATIONS
Experience working with state agencies and working with community employers for client placement.
