GENERAL DESCRIPTION:

This position manages the daily operations of the WDH General Accounting and Grants Management unit. This division performs duties regarding accounts payables/receivables, cash management, grants management, compliance with GAAP requirements, State Statutes, federal grants, and internal accounting policies and procedures.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.

  • Manage the department's daily fiscal operations regarding accounting, cash management, and internal accounting procedures to ensure compliance with policy.
  • Supervise five accounting positions that are responsible for voucher processing, purchasing requisitions, fixed assets accounting, and cash deposits.
  • Establish priorities and resolve technical work procedural problems.
  • Resolve and answer concerns and questions from fiscal staff and other WDH personnel regarding fiscal issues.
  • Agency liaison to State Auditor's Office for fiscal issues.
  • Coordinate with internal and external auditors to accomplish state and federal audits.
  • Provide input for written responses to audit findings and coordinate answers from institutions and programs.
  • Develop training and train grants management.
  • Supervise 2 accounting positions with grants management duties. Prepare the quarterly State Expenditures of Federal Assistance (SEFA) schedule for the Annual Comprehensive Financial Report (ACFR).
  • Complete federal grant reporting.
  • Develop and maintain monthly and quarterly reporting systems for annual and biennial close.
  • Provide direction and instruction on fiscal year-end close procedures to fiscal staff. Review, approve, and process mass encumbrances from programs.
  • Provide information to the State Auditor's Office for fiscal year close-out and financial reporting.
  • Develop and facilitate training sessions regarding accounting tasks and the accounting operation for a large, complex accounting and budgeting system in an agency with a large number of programs and multiple funding sources.
  • Enforce internal controls over the agency's fiscal unit.
  • Develop and update the policy and procedures manual for the agency.
  • Advise agency management on interpreting regulations, policies, and procedures.
  • Act as agency liaison to the State Auditor's Office (SAO) for fiscal issues.
  • Create and maintain a system for providing fiscal signature authority.
  • Communicate and guide signature authority forms and requirements to all divisions within the WDH.

Qualifications

KNOWLEDGE:

  • Knowledge of State and Federal laws, rules, regulations, and statutes.
  • Knowledge of basic accounting, business principles, budgets, and cost controls.
  • Knowledge of the WOLFS III system.
  • Knowledge of budget and procurement practices and policies.
  • Knowledge of State Personnel Rules and associated federal laws.
  • Knowledge of internal controls over accounting applications.
  • Knowledge of Generally Accepted Accounting Principles as they are applied to government accounting systems.
  • Knowledge of government management including human resources, accounting, and general management.
  • Knowledge of project management. Knowledge of federal grant application, progress reporting, and financial reporting. Knowledge of federal grant management & compliance.


MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Finance)

Experience:

2-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Principal Accountant

OR

Education & Experience Substitution:

5-7 years of progressive work experience (typically in Finance) with acquired knowledge at the level of a Principal Accountant
