GENERAL STATEMENT OF JOB
Manages Accounting Associates, Business Tax Specialists, and Business Tax Inspectors within the guidelines of departmental rules, City policies and procedures, and relevant state and local codes. Reports to the Managing Director of Community Development and Regulatory Affairs (CDRA) and works with contractors, business owners, employees, and the public to ensure proper administration of the Licensing and Permitting functions and Business License regulations. Develops and implements strategies to collect undiscovered revenue for businesses that failed to pay Occupation Tax and ensures compliance with applicable codes.

Physical Requirements:
Positions in this class typically require: walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, and repetitive motions. Work is performed in an office setting.
Light Work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

SPECIFIC DUTIES AND RESPONSIBILITIES
Essential Functions:
- Manages the Business License staff, participates in the development and implementation of new codes that correspond with local, state, and federal agencies, and trains inspectors on such codes to ensure that effective measures are being used in the enforcement of codes
- Manages staff assigned to CDRA and ensures that customers are effectively served. Responsible for designing and implementing improved processes or operational policies. Recommends changes to products or services to assist with customer needs.
- Oversees the reviews/approvals of new business license applications, coordinates the renewal of all business licenses, and ensures that the accuracy of business license files is maintained
- Resolves customer conflicts and/or routes complaints to the appropriate CDRA division manager as needed.
- Prepares and maintains personnel files, prepares annual performance appraisals, and conducts interviews as needed
- Develops and implements strategies to collect undiscovered revenue for businesses that failed to pay Occupation Tax and ensures compliance of the Business and Occupational Tax code
- Notifies business owners or responsible parties if the business violates codes and assists in collecting fees owed. Interprets regulatory codes and responds to routine requests for information from employees, officials, property owners, contractors, and others. Makes recommendations for additions/deletions to codes and regulations. Issues warnings and citations when necessary. Provides pictorial and other evidence files. Initiates legal proceedings against violators
- Provides administrative support within the guidelines of departmental rules, City policies and procedures, and relevant state and local codes
- Assist in budgeting, planning, and monitoring division goals and objectives, and supervise and evaluate personnel
- Performs as field technical expert and advisor
- Other duties as assigned
Knowledge/Skills/Abilities:
- Proficiency in supervision, management, identifying, investigating, and resolving licensing, zoning, and related violations
- Thorough understanding of the Occupational Tax Code
- Demonstrated ability to independently perform a full range of municipal code enforcement and compliance duties
- Read, understand, interpret, apply, and explain applicable codes, ordinances, regulations, policies, and procedures related to assigned area.
- Knowledge of all applicable laws and regulations involving licensing and inspection processes in Georgia and with South Fulton, Georgia's departmental policies and procedures
- Excellent customer service skills
- Good communication skills both written and oral
- Ability to work with a team or independently
- Considerable knowledge of the basic procedures of purchasing and modern office practices and procedures
- Proficiency in basic mathematics and interpersonal relations

Licensing:
- Possession of a valid driver's license with good driving history. *This position requires driving a city vehicle*
MINIMUM EDUCATION AND TRAINING
- Required BS and Preferred Master's degree in Accounting, Business Management/Administration, Finance, Economics, Public Administration, or other similarly related fields; Five years of work experience with one year of supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
