This full-time permanent position is located within the Bureau of Information Technology (BITS) within the Division of Business Management (DBM) and is headquartered at the Hill Farms State Office Building on the near west side of Madison, Wisconsin . We are also conveniently located close to the restaurants, shopping, and entertainment of the Hilldale Mall . * This is not a fully remote position as the position works from the Madison, WI office at least two days per week. *

Position Summary

This position is responsible for oversight and management of professional information technology (IT) staff working in the WisDOT Bureau of Information Technology Services (BITS) - IT Operations Section. This supervisor directs and manages staff responsible for the PMO and related services, products, and support.

The PMO provides project and project portfolio management services, standards, methods, and metrics supporting IT initiatives that BITS accomplishes for business areas across the department. The supervisor requires a strong knowledge of Project Management Institute (PMI) practices in project management, program management, and project portfolio management. The PMO provides leadership in IT communications by developing, filtering, editing, and publishing IT project communications and metrics for BITS and the department. The PMO recommends and initiates project management and project portfolio management process improvements for IT project compliance frameworks to ensure BITS remains efficient and effective in meeting DOT business needs. The PMO also provide project leadership for projects with WisDOT-wide impact and serves as the liaison with the Department of Administration - Division of Enterprise Technology PMO.

Salary Information

This position is in schedule-range (70-02) with an annual salary of $108,160 - $123,240 (or $52 - $59.25 per hour), plus excellent benefits . A 2-year career executive trial period is required.

Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

This position works from the Madison, WI Hill Farms State Office Building at least 2 days per week, with up to 3 days working remotely from a location within the State of Wisconsin.

Qualifications

Qualified applicants must detail having experience in all of the following in order to be considered:
  • Professional experience overseeing project management and/or project portfolio management office activities and staff (e.g., project leaders, business analysts, technical support).
  • Experience maintaining consistent project communications and conveying complex information to business partners at various levels.
  • Experience developing and/or implementing PMO related policies, procedures, standards, and/or metrics.

In addition to having all of the above, a well qualified applicants will also have experience in at least one of the following:
  • Professional experience using project management methodologies and/or tools (e.g., Jira, Trello, Microsoft Project) for tracking, documenting, and managing project progress.
  • Designing and implementing long-term strategic goals and/or short-term tactical plans for managing and maintaining a PMO.
