BASIC FUNCTIONS:

Responsible for oversight of the daily operation, maintenance and administration of the airport.

More specifically, his/her responsibilities include:

  • Act on behalf of the Airport Manager in his/her absence.


  • Oversee and direct personnel in charge of Airport Operations, which includes day- to day operational responsibilities, security, snow removal, and Airport Rescue and Firefighting.


  • Reviews and maintain Airport Certification Manual, snow and ice, wildlife, emergency plans, pavement, marking and lighting procedures. Conducts routine inspections and audits to verify compliance FAR Part 139.


  • Control the supply of materials required for operation of the Airport.


  • Oversee the Airport Maintenance staff including facilities, landside and airside maintenance.


  • Assist the Airport Manager in the preparation of the annual operating, capital and budgets. Also reviews applications for federal funding.


  • Ensure compliance with current and pertinent FAA regulations, company policies and procedures, and good housekeeping.


  • Coordinate and provide oversight to all construction programs.


  • Oversee the airport security maintenance contractor.

  • Participate in contract negotiations; prepare draft contracts for management and legal review, process executed contracts, monitor compliance with business and insurance aspects of contracts.


  • Responsible for the coordination of third party work assignments. May prepare Requests for Proposals, Request for Qualification and bid packages for projects.


  • Maintains all airport records and statistics pertaining to the airport operation.


  • Assist the Airport Manager in establishing and maintaining a community information and relations program.


  • Coordinate and ensure compliance of all environmental rules and regulations as issued by appropriate authorities.


  • Primary responsibility for the Stormwater Pollution Prevention Program and the Noise Abatement program. Respond to all community requests for information.


  • Other duties as assigned.


SKILLS AND QUALIFICATIONS:

  • Bachelor's degree in Business Management, Finance or related field.


  • Knowledge of both general aviation and air carrier airport activities desirable.


  • At least seven (7) years of experience in airport management or equivalent in the aviation

field.

  • Minimum five (5) years of aviation, management and/or administrative experience.


  • Must have excellent verbal and written communications skills, and demonstrated ability to interact effectively with potential clients and professional associates.


  • Through in-house training, must be able to qualify for the following: operation of ARFF

equipment, performance of airport related first aid, snow removal techniques, and

operation of snow removal equipment

  • Valid New York State Driver's License


LANGUAGE SKILLS

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

MATHEMATICAL SKILLS

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals, Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

REASONING ABILITY

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

CERTIFICATES, LICENSES, REGISTRATIONS

Must maintain a valid NYS driver's license as a condition of employment.
