BB&E team members provide Environmental Consulting, Facilities Engineering and Program/Project Management Services to Federal and private sectors.
Position Summary
BB&E is seeking a dynamic and detail-oriented Environmental Scientist/Engineer to join our team, providing hybrid onsite program and project management support to the Air Force Civil Engineer Center (AFCEC) Environmental Restoration Program, located at Joint Base San Antonio (JBSA)-Lackland, TX.

Position Summary
BB&E is seeking a dynamic and detail-oriented Environmental Scientist/Engineer to join our team, providing hybrid onsite program and project management support to the Air Force Civil Engineer Center (AFCEC) Environmental Restoration Program, located at Joint Base San Antonio (JBSA)-Lackland, TX.
Job Duties & Responsibilities
- Support AFCEC Program Managers with management of remediation projects, including invoice reviews, budget monitoring, schedule tracking, contract modification, technical document reviews, and meeting participation
- Prepare draft procurement/acquisition documents, including statements of work, statements of objectives, cost estimates, and contracting letters
- Conduct site visits to installations for periodic contract surveillance and oversight
Key Qualifications
- U.S. Citizenship and the ability to obtain/maintain a DoD Government Security Clearance (NACI) is required
- Knowledge
- Strong knowledge of the Air Force (AF) Environmental Restoration Program and remediation activities
- Knowledge of the procurement and acquisition process
- Thorough knowledge of CERCLA and RCRA including the skills and experience to oversee environmental field work and review reports generated by other contractors
- Working knowledge of other Federal environmental statutes and state-specific regulations such as each State Environmental Protection Act and the State Administrative Code, local regulations and statutes, as well as AF and/or DoD environmental regulations and documentation
- Familiarity and knowledge with preparation of statements of work, cost estimates, and other items as part of the acquisition process; managing performance-based remediation contracts; review of contractor-generated technical documents, field oversight of contractor activities, tracking of schedules and funds, and environmental project programming
- Certifications: 40-hour HAZWOPER certification is a plus
- Strong Communication Skills: Excellent verbal and written communication skills, with the ability to effectively convey complex technical concepts to diverse audiences
- Software: Proficiency using MS Office software including Excel, Word, and PowerPoint is required
- Self-Starter: Highly motivated, with the ability to manage multiple tasks and deadlines autonomously
Experience & Education
- Experience: 3-10 years' experience as an environmental professional
- Education: Bachelor's degree or higher in engineering, sciences, or other related areas
Physical Requirements
- Ability to stand/walk/climb/kneel/crouch and remain in a stationary position/sit at least 60% of the time
- Ability to operate office equipment, including computer, copy machine, phone, etc.
- Ability to use hands to finger, handle or feel objects or controls; reach with hands and arms
- Capable of lifting up to 10lbs.
- Ability to see details of objects that are less than a few feet away
- Ability to understand the speech of another person, speak clearly so listeners can understand, and talk or hear both in person and by telephone
