Description:

Starting Wage Range: $74,901.04 annually- $96,316.53 annually.

Essential Functions:
  • Provides child and adolescent mental health counseling services. This includes outpatient individual, family, or group sessions that assist with problem-solving. This would include problems that manifest themselves in suicide, drug abuse, family problems, child neglect and abuse, school issues, and juvenile delinquency.
  • Performs mental health assessments in the form of psychosocial evaluations, diagnosis and recommendations for treatment for those youth identified as mental health patients.
  • Makes referrals to appropriate resources/services including residential treatment programs, medical, and other community resources.
  • Makes court appearances and provides testimony consistent with confidentiality obligations when requested by the Tribe.
  • Networks with outside agencies such as community corrections, courts, probation officers, Adult and Family Services (AFS), medical facilities, treatment programs, Child and Family Services (CFS), and other possible resources by individuals. Provides written status reports to probation officer, courts, and referents as appropriate.
  • Provides mental health community education services in the community.
  • Attends all program or tribal meetings as necessary.
  • Participates when necessary in family unity meetings and relapse prevention/crisis interventions.
  • Coordinates with tribal contract health services and seeks to make the best possible use of outside resources available to patients based on eligibility and need.
  • Develops Individual Service and Support Plans, provides treatment, monitors progress and completes chart forms and Individual Services Notes, and Service Completion Summaries.
  • Participates in weekly clinical staff meetings and weekly individual supervision.
  • Interprets, when necessary, Federal and State law and policy as it relates to community health outreach and social services.
  • Provides advice, assistance and training to other human services workers in the health program and community, as appropriate when requested, within the limits of the incumbent's technical knowledge.
  • Authorized to serve both eligible and non-eligible beneficiaries in an outreach capacity both on and off-site.
  • Authorized to transport native and/or non-native patients of the GRHWC in company vehicle as necessary.
  • Maintains continuing Education for Certification, completes up to 40 hours of skills training every two years (for re-certification), ensures CPR/First aid card is up to date, and maintains certification and clinical skills.
  • Performs a variety of other duties as assigned by the supervisor.

Education, Experience, and Licenses:
  • Requires a Master's degree in counseling, social work, psychology or a closely related field of study.
  • Requires either a license as an Oregon Professional counselor or an Oregon Clinical Social Worker license or Licensed Marriage and Family Therapist. If licensing is in another state, must be eligible for reciprocity in Oregon within twelve (12) months of hire.
  • Requires a minimum of three (3) years of experience in clinical behavioral health services
  • Experience or training in play therapy providing therapy services to children 2 years and up or ability to obtain training and certification within 12 months of hire.
  • OR equivalent combination of education, training and experience.

Driving Requirements:
  • Must maintain a valid Oregon driver's license or obtain one upon hire, qualify for the Tribe's vehicle insurance, and provide proof of personal vehicle insurance.

Qualifications, Registrations, and Certifications:
  • Certification as an Alcohol and Drug Counselor Level I, II or III preferred.
  • Minimum of five (5) years active ongoing recovery, if recovering from chemical dependency.
  • Ability to operate standard office equipment and other equipment as needed.
  • Knowledge of basic office software programs such as Microsoft products is required.
  • Requires First Aid and CPR or ability to obtain certification.
  • Must be familiar with the range of community-based self-help support services.
  • Must be able to utilize strong methods for self-care and management of stress incurred on the job.
  • Must be able to demonstrate a basic understanding of counseling techniques.
  • Ability to build appropriate, helping relationships with adolescent individuals required.
  • Ability to write daily reports and prepare correspondence as required.
  • Knowledge of Electronic Health Records or a willingness to learn a paperless system is required.
  • Ability to speak effectively before groups of clients, families or employees of the organization required.
  • Knowledge of and sensitivity to Native American culture is required.

Environmental Factors and Conditions/Physical Requirements:
  • Continually requires the ability to express or receive detailed information or important instructions through oral communication.
  • Continually requires working with fingers rather than the whole hand or arm. Requires repetitive movement of wrists, hands and/or fingers. Often requires walking or moving about to accomplish tasks.
  • Requires standing and/or sitting for sustained periods of time, raising objects from a lower to a higher position and/or moving objects horizontally.
  • Occasionally requires lifting of up to 40 pounds.
  • Due to the nature of the interactions with other employees and the public we serve, employees may be required to provide documentation of, or receive, certain health vaccinations.
  • This position is frequently subject to inside environmental conditions which provide protection from weather conditions, but not necessarily from temperature changes, and is occasionally subject to outside environmental conditions.
  • May be called upon to serve as a Disaster Reservist during Emergencies, or when the Tribal Emergency Operations Center is opened.
  • Local travel is occasionally required. Travel outside of the state is infrequently required.
