Position Summary

The Program Manager will oversee logistics support services for the NIH Division of Logistics Services (DLS), managing and optimizing supply and value chain operations across NIH Supply Center (NIHSC) and Property Reutilization and Disposal Section (PRDS) locations. This role involves coordinating logistics, acquisition, and distribution services while maintaining the highest standards of customer service and operational efficiency. The ideal candidate has extensive supervisory and technical expertise and excels at coordinating cross-functional projects in a fast-paced, high-stakes environment.

Essential Duties and Responsibilities
  • Manage supply and value chain operations, including acquisition logistics, distribution, transportation, and delivery services across NIHSC and PRDS locations.
  • Analyze and evaluate supply chain operations to ensure efficiency and compliance with NIH standards.
  • Lead employee onboarding/offboarding processes, ensuring completion within one week of NIH communication.
  • Ensure rapid response (within 24-48 hours) to all agency communications, maintaining a high level of customer service.
  • Develop and implement training programs to enhance team knowledge and skills in logistics, customer service, and safety standards.
  • Maintain OSHA certification compliance, ensuring a safe and productive workplace.
  • Introduce new services as necessary, ensuring seamless integration into current operations.
  • Prepare project plans, schedules, and budgets, ensuring projects meet objectives and deadlines.
  • Supervise and mentor project team members, providing ongoing support and feedback to drive performance.
  • Regularly report project metrics, productivity, and other data as requested by the COR, ensuring transparent communication with stakeholders.
Qualifications
  • Bachelor's degree required, preferably in Logistics, Supply Chain Management, or related field.
  • Minimum of 5 years of specialized experience in supply and logistics, with at least 2 years in a supervisory role.
  • Strong technical expertise in supply chain management, acquisition logistics, distribution, and customer service.
  • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook).
  • Proficient in data entry and hand-held scanner technology for purposes of logging metrics
  • OSHA certification preferred, with proven experience maintaining safety compliance.
  • Excellent communication and organizational skills, with the ability to respond quickly to agency needs.
  • Experience introducing new services and leading employee training programs.
  • Project Management Professional (PMP) certification preferred.
  • Must possess valid US driver's license.
  • Must provide documentation of eligibility to legally work in the United States.
  • Must be able to pass client background screening for security clearance.
Travel

Frequent travel between Gaithersburg, MD, Bethesda, MD, and Rockville, MD. Occasional travel within a 100-mile radius.

Work Environment

This role operates in a dynamic logistics and warehouse environment, requiring collaboration across multiple NIH sites. The Project Manager will interact with diverse teams and manage complex logistics operations to support NIH's mission.

Contract Length

This position is a one-year US government contract with options to extend 4 additional years.

Salary Range

$ 67.31 to $ 79.33 per hour.

$140,000.00 - $165,000.00 annualized.
