With limited supervision, is responsible for the day-to-day administration, coordination and direct construction oversight of capital and maintenance projects including but not limited to overhead and underground transmission and distribution, substation, gas, environmental/remediation and facilities renovation/construction projects. Responsibilities shall require a significant degree of independent judgment and individual action. Performs field oversight and documentaion of projects being performed by contractor labor forces to assure conformity with plans and specifications, and verifies that equipment and material supplied meets specifications.

Core Responsibilities
  • This is a Supervisory Transition Rate 5 position (STR 5)
  • With limited supervision, is responsible for the day-to-day administration, coordination and direct construction oversight of capital and maintenance projects including but not limited to overhead and underground transmission and distribution, substation, gas, environmental/remediation and facilities renovation/construction projects. Responsibilities shall require a significant degree of independent judgment and individual action. Performs field oversight and documentation of projects being performed by contractor labor forces to assure conformity with plans and specifications, and verifies that equipment and material supplied meets specifications.

  • Performs support of constructability reviews and has direct overrsight of construction projects being performed by contractor labor forces to assure conformity with plans and specifications, safety
  • rules, company and regulatory requirements and verifies that equipment and material supplied meets specifications.
  • Provides support in the solicitation and review of proposals. Conducts constructibility reviews and pre-bid meetings including site inspections.
  • Reviews project specifications, material lists, drawings, and makes field checks and inspections to provide pre-construction analysis as required or directed.
  • Coordinates project construction scheduling for various phases of work inclusive of working with the scheduler and project team to identify potential delays and mitigate delays; maintains all records associated with accounting for materials, equipment and material deliveries, services, rigging and evaluating lifting plans, inspection and witness of acceptance testing, oversees all project and site safety and provides updates to Project Management.
  • Prepares daily project progress reports, schedules, accident and damage reports, switching clearance requests, internal work application/permits, Contractor Oversight System (COS) reports, Unifier data entries and reporting, etc. as required or directed.
  • Responsible for the monitoring of all equipment destined for specific projects to insure continuous insurance coverage, safe operation, storage, delivery and servicing.
  • Maintains conformity to Company safety regulations on all construction projects. Must be fully cognizant of the dangers involved when working in energized substations and near energized lines.
  • Takes proactive action to ensure that all work is performed with the goal of zero injuries or operating errors, and to minimize the potential for any environmental or community issues.
  • Participates in the development and preparation regular and periodic reports, auditing inquiries and other project cost control assignments.
  • Coordinates the review of drawings to show "as built" conditions and field verification of the correctness of connections and layouts.
  • Assists in the preparation of purchase order requests, work authorizations and maintains appropriate records as to their status. Assists with the processing of invoices in accordance with Company policies with proper internal accounting in preparation for authorization for payment.
  • Keeps current with respect to developments in the utility and construction industries which are pertinent to Company construction activities.
  • Advises Project Team, Stakeholders and Management on assigned project developments including, but not limited to, schedules, costs, coordination efforts, and potential areas which may cause project delay and authorized expenditures to be exceeded.
  • Consults with other Company departments to ensure proper communication and coordination of projects and assists the Project Engineer with all Construction Administration responsibilities as directed.
  • Provide safety reports as needed including the coordination and facilitation of EHASP development and approval process with contractor and EH&S personnel.
  • Participates, leads and/or supports departmental/Company meetings and presentations related to Project and Construction Management.
  • Performs other related assignments as required.


Qualifications

Required Education/Experience
  • Bachelor's Degree and minimum of 2 years experience Electrical, civil and/or mechanical systems or related technical experience or
  • Associate's Degree and minimum of 4 years experience Electrical, civil and/or mechanical systems or related technical experience or
  • High School Diploma/GED and minimum of 5 years experience Electrical, civil and/or mechanical systems or related technical experience
Preferred Education/Experience
  • Bachelor's Degree Construction Management or Engineering and minimum of 2 years experience Electrical, civil and/or mechanical systems or related technical experience
Relevant Work Experience
  • Must obtain the status of Substation Qualified (unescorted substation entry) within 12 months of hire. Required
  • Must obtain Transmission and Distribution Authorized Status within 18 months of hire. Required
  • Must have ability to obtain New York State Department of Labor Certificate of Asbestos Supervisors Certificate within 24 months of managerial request. Required
  • Must have knowledge of and understand the Company Construction Standards, OSHA Regulations and Company Safety Rules and Procedures. Required
  • Must be well organized, detail oriented and flexible to handle multiple assignments and deadlines. Required
  • Must possess excellent oral and written communication skills, and have the ability to effectively interact with customers, field personnel, support staff and various levels of management. Required
  • Must have strong analytical, technical and interpersonal skills. Required
  • Must participate in the Company's Medical Surveillance Program. Required
  • Must be able to obtain PMP or CAPM within (12) months of hire. Required
  • Computer literacy with proficiency in Microsoft Office programs including Word, Excel, Access, PowerPoint are required. Oracle EBS, Oracle Unifier, OMS, WMS, and the COS systems are preferred. Preferred
  • Experience in transmission or distribution electric utility work strongly preferred. Preferred
  • Experience with civil work or general construction preferred. Preferred
  • Experience interpreting one-line, engineering drawings, schematic and wiring drawings preferred. Preferred
Licenses And Certfications
  • Driver's License Required
  • Project Management Professional (PMP) Preferred or
  • Other: Certified Associate in Project Management (CAPM) Preferred
Physical Demands

Additional Physical Demands
  • Must be able to respond to Company emergencies by performing a System Emergency Assignment to restore service to our customers.

  • Must work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • Must wear all necessary personal Protective Equipment (PPE), including fire retardant clothing and safety harness.
  • Must be willing and available to be on call, work off-shifts, weekends, holidays, and overtime, as operating and system conditions require for project activities or for your System Emergency Assignment.
  • Requires the use of personal vehicle and must be able to travel to various Company locations, project locations and to other companies, when required.
