General Description

Responsible for the activities of the Finance Department of the Santa Rosa County Clerk of the Circuit Court. Responsible for planning, directing, and managing Finance Department activities and personnel. Assign, review, and evaluate the work of division employees. Represent the Clerk's office in a professional manner when communicating with customers, business associates, and fellow employees. Produce the Comprehensive Annual Financial Report and coordinate the external audit.
Essential Job Functions

ESSENTIAL JOB FUNCTIONS:
  • Sets goals and objectives.
  • Direct and oversee general ledger maintenance, accounts receivable, accounts payable, cash and investment management, debt management, budgetary functions for the Clerk's finances and fixed assets reconciliation.
  • Ensure completion of the Comprehensive Annual Financial Report.
  • Review and approve reconciliations, check registers and journal entries.
  • Review financial documents for completeness and accuracy.
  • Ensure the maintenance of financial records and analyze and resolve varied financial problems.
  • Recommend, develop, and implement procedures to improve the efficiency and effectiveness of the Finance Department.
  • Assist Chief Deputy of Operations with the development and submission of budgets for the Board of County Commissioners and the Clerk of Courts Operations Corporation (CCOC) by the required due dates. Assist with development of other budgets, as needed.
  • Prepares and submits the Revenue and Expenditure Tracking Report to the CCOC by the 20th of each month and other reports as required.
  • Assist with the annual external financial statement audit and preparation of the related financial reports.
  • Prepares and reviews monthly budget and actual revenue, expense and projection reports.
  • Prepares monthly Title IV-D invoice.
  • Takes lead in Title IV-D audits and other applicable audits. Assists in Article V audits.
  • Assists with investment decisions and attends yearly 8.0 hours of continuing professional education relating to investments per County Investment Policy.
  • Work closely with Board of County Commissioners department managers and Clerk's management to coordinate and implement financial policies, procedures, and entries.
  • Provide guidance and technical assistance to Finance Department employees in the resolution of operational problems.
  • Create and administer the Finance Department's policies and procedures.
  • Assist with selection and hiring applicants for employment to ensure appropriate Finance Department staffing levels.
  • Conduct performance appraisals and implement performance plans.
  • Ensure communication of serious problems and important issues to the Clerk of the Courts.
  • Other projects as directed by the Clerk

ENVIRONMENTAL CONDITIONS: Office

KNOWLEDGE OF: Knowledge and understanding of General Accepted Accounting Principles (GAAP) specific to government entities, include the Governmental Standards Board (GASB).
Knowledge of financial reporting for government entities, including Annual Comprehensive Financial Reports (ACFR) and financial statements specific to funds and activities.
Knowledge of laws and regulations governing public finance, such as debt issuance, revenue collection, and fiscal management.
Knowledge of Clerk's Office policies and procedures.
Knowledge of supervisory principles and practices.
Knowledge of Public Records Law.

ABILITY TO: Ability to communicate clearly and concisely, orally and in writing.
Establish and maintain effective working relationships with staff, superiors and the public. Understand and carry out oral and written instructions. Analyze complex situations and adopt reasonable courses of action. Supervise a group of staff in a manner conducive to full performance and high morale. Adapt to changing technologies and practices. Perform research related to division responsibilities. Accurately and efficiently input both alphabetical and numerical data. Address complex financial challenges unique to governmental accounting.

SKILLS: Operate a computer; use of common office software including Microsoft Office and applicable specialized finance software applications.
Minimum & Preferred Qualifications

Bachelor's degree from an accredited college or university; supplemented by five years of recent and relevant managerial experience; or an equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities.

LICENSURE AND/OR CERTIFICATIONS:
Requires a valid driver license at the date of hire and maintain said license while employed in this position. Certified Public Accountant (CPA) or Certified Government Finance Officer (CGFO) designation is preferred.

ANNUAL LEAVE:
0-4 years - Employee is eligible to earn up to 104 hours per year. (4 hours per pay period)
5-9 years - Employee is eligible to earn up to 130 hours per year. (5 hours per pay period)
10-14 years - Employee is eligible to earn up to 156 hours per year. (6 hours per pay period)
15-19 years - Employee is eligible to earn up to 182 hours per year. (7 hours per pay period)
20+ years - Employee is eligible to earn up to 208 hours per year. (8 hours per pay period)
