Regional Context
The WBG serves 30 client countries in the Latin America and the Caribbean Region (LCR). Clients range from large, rapidly growing sophisticated middle-income clients to IDA countries to small Caribbean states to one fragile state. Despite immense resources, dynamic societies, and an average annual per capita income of about $4,000, deep inequalities persist in most LCR countries, with nearly a quarter of the Region's people living in poverty. The last Bank's strategy for LCR focused on three pillars: (a) supporting the foundations for inclusive growth; (b) investing in human capital and protecting the poor; and (c) building resilience. This needs to be achieved through effective partnerships, both withing the WBG, and with external partners, in particular the Inter-American Development Bank.
The Planet Vertical supports the WBG's twin goals by focusing on green, resilient, and inclusive growth. It consists of four Global Departments: Agriculture and Food; Environment; Social Development; and Water. The same specializations exist within the regional Planet departments, including in LCR. The Climate Change Group is a global group that is part of Planet.
Accelerating green growth, fostering inclusion, sustainable use of the region's rich natural resources, and stepping up climate action within LCR countries requires developing a strong evidence base and analytical tools to support World Bank operations and engagements. To support this work, the LCR Planet Department is seeking an Economist with an outstanding track record on analytics and policy dialogue to provide leadership to the department's analytics and strategic inputs to country, regional and sector strategies, and operations.
About the Position
The Lead Economist will report to the Regional Director for Planet (SLCDR). The position is based in Washington, DC.
The Lead Economist will provide thought leadership and lead cutting edge analytical work related to the issues of sustainable Development, contribute to analytical work carried out by other teams from the Planet perspectives, provide strategic guidance and quality assurance to Planet analytics, and mentor the department's economists and staff working on analytics. The Lead Economist will also be expected to provide strategic guidance and policy advise based on the latest analytics, in the areas of sustainable development, internally and directly to clients. The Lead Economist will work closely with the Planet economists and specialists, other Verticals (Infrastructure, People and Prosperity) in LCR and beyond, IFC and MIGA, and relevant external partners, in particular IDB.
Duties and Accountabilities
The Lead Economist's responsibilities will include, but will not be limited to the following:
Deliver cutting-edge research and WBG core analytics (e.g., CCDRs) and other important analytical work and policy notes to support client counties in achieving green, resilient and inclusive development.
Provide thought leadership to the development and implementation of the Department's work program, with special emphasis on the design of green, resilient, inclusive solutions, that are transformative.
Serve as regional coordinator and provide quality assurance for CCDRs and other important analytical work, including coordination with regional TTLs and teams, follow up on operationalization of CCDRs and other corporate requests.
Facilitate, initiate and create opportunities for collaboration and building synergies across sectors within the Planet Vertical and with teams from other Verticals and the LCR Chief Economist Office.
Lead and/or advise teams working on Development Policy Operations or other types of lending operations focused on broader policy and institutional reforms.
Provide mentoring, advice, and guidance to staff on analytical, strategy and policy-based activities.
Lead/initiate/participate in high-level engagements and just-in-time dialogue with key government stakeholders on strategy and policy.
Lead or actively engage in key stakeholder dialogue and represent the Department at relevant events and speaking engagements. Collaborate and engage with partners to identify cooperation opportunities and leverage financial and intellectual resources to complement department resources.
Remain current with relevant analytical work on sustainable development and identify opportunities to address existing or emerging needs in sustainable development, by bringing in experience from other countries within LCR and/or other regions.
Assume an active role in engagement with various CMUs with the aim to ensure adequate and appropriate integration of relevant aspects of the sustainable development agenda in core Bank products, including country partnership/assistance strategies, strategic country diagnostics, policy notes, country economic memoranda and similar strategy documents.
Serve as an active member of the broader SLCDR team, contributing to the Region's strategic scale-up of support for green, resilient, and inclusive development.
Support SLCDR Director by contributing to corporate, regional, and department level initiatives when requested and represent the Bank in events, as needed.
Selection Criteria
PhD in economics plus at least 12years of relevant work experience.
Deep knowledge of the economics of sustainable development (and/or agricultural, natural resource, climate change, infrastructure or urban economics).
Strong analytical experience and an exceptional track record of analytical work including in leading flagship reports, technical publications, and advisory services.
Having published in well ranked peer reviewed journals is highly desirable.
Recognized by peers and/or managers for cutting-edge disciplinary knowledge as evidenced by peer-reviewed publications and the ability to identify and proactively solve operational issues and problems.
Experience with economic models, contemporary econometric approaches and economic decision-making tools.
Demonstrated ability to integrate sectoral inputs into a broader development framework.
Strong communication skills, including the ability to write quickly and concisely on a variety of topics in a well-structured manner and deliver complex concepts and messages orally in an understandable and compelling manner.
Ability to think innovatively and strategically in dealing with policy issues while maintaining a strong client focus.
Demonstrated capacity to effectively engage in policy dialogue with World Bank clients.
High energy and demonstrated interest and experience in achieving impact through analytical work, technical assistance, and operations for demanding and sophisticated clients.
Demonstrated experience to lead teams, mentor staff and enhance quality of analytical and strategy documents in a collaborative manner.
Excellent spoken and written English. Strong spoken and reading language skills in Spanish.
A proven ability to work flexibly on a range of assignments, adjust to changes in schedule and priorities, and juggle concurrent tasks effectively and efficiently.
