Position Title: Chief Inspector

Position Description:
The Chief Inspector provides consultation and assist the Client's Project Manager in the administration, management, and coordination of field construction inspection activities and maintaining required documentation in accordance with the project drawings and specifications. The Chief Inspector exercises independent judgment and discretion in making recommendations to Client's Project Manager regarding the quality standards and regulatory compliance aspects of pipeline construction projects.
This position does not require or involve manual labor. The Chief Inspector's primary duty is to observe and report to client and to carry out project administration and the general business operations of the client in accordance with specific client project requirements with respect to problem solving, interpreting appropriate standards, and monitoring the construction activities for regulatory and code compliance, design standards and determining ways in which to do this using their training, expertise, judgment and experience. It is important to note that each client is different and has different requirements depending upon the location (city/state of the project, geographic and weather limitations, and the type of project).
ESSENTIAL JOB FUNCTIONS:
Job duties will vary depending upon the particular circumstances of each individual project and the needs and requirements of the Client, including the Client's Project Manager. Employee is required to comply with the Client's operational requirements which vary from project to project. Employee should be prepared and able to perform the following job duties, although the specific duties required for each project will depend on the Employee's supervisor and the particular needs of each client and project depending upon the location, geographic and weather conditions, and client requirements:
Performs duties as designated by the Client's Project Manager, in accordance with the job requirements outlined in the assigned activity.
Oversees field inspection staff and monitors and makes recommendations regarding general business operations in accordance with client company documents, construction drawings and specifications.
Assigns responsibilities, identifies limits of authority, and coordinates and administrates, as requested by Client, training as it pertains to an inspector's duties.
Administers inspection activities with the Client's Project Manager or designee.
Coordinates with the construction contractor's supervisory personnel involved in long term planning to communicate that project objectives and project milestones are being achieved.
Serves as inspection representative in monitoring and making recommendations regarding compliance with governing regulatory agencies and project permits.
Monitors, makes recommendations, and provides advice regarding compliance with project policies and procedures; makes sure that the appropriate documents are completed and submitted.
Reviews the work of construction crews and maintains daily logs and submits daily reports on inspection activities.
Monitors the right of way and monitors that the crew stays on the right of way.
Maintains positive relations with property owners.
Communicate Effectively (including reading and writing) to Accomplish the Following Results:
o Communicate with supervisors and the client regarding whether the contract is being performed in a suitable manner and engage in constructive problem solving
o Administer customer service
Deliver Excellent Client Service by:
o Adhere to the Client Manager/ Company Man's requirements which will be different from project to project
o Maintaining and effectively utilizing good listening, clear and knowledgeable communication, and good interpersonal relationships skills
o Interpreting and consulting with client on safety examinations
o Exercising good decision making and problem-solving skills
o Promptly and attentively responding to client concerns
o Making recommendations to client on situations that may require construction crews to work outside of the parameters of the client's specifications
o Effectively utilizing good time and priority management (must be able to multi-task)
o Maintaining and facilitating positive relations with and between the client, regulators, contractors' crews, property owners, and other project participants
Ability to Travel to Worksite as Follows:
o Must have valid drivers' license
o Must be physically able to travel by automobile to client site in other states or within Texas
o Must be physically able to drive an automobile and have reliable transportation
o Must have the ability to be physically present to work onsite at client's location on a daily basis and to work away from home for extended periods of time
o Must have the ability to work independently without supervision in order to perform job duties listed in this Job Description
o Must have the ability to manage time effectively in order to accomplish job tasks in an organized and efficient manner and within deadlines set by client
EDUCATION:
High School Diploma or equivalent.
QUALIFICATIONS:
10+ years of experience in pipeline and related facilities construction activities
6+ years of experience in the administration, management, and coordination of field construction inspection activities
Basic computer knowledge: i.e. Word, Excel, and email functions
Current OSHA 30 certification preferred
API 1169 Certification preferred
Current Operator Qualifications through NCCER or Veriforce
Superior punctuality, attention to detail and responsiveness to customer and company requests for information.
