This position provides leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.

Scope
This position is responsible for supporting the management of medium to large complex projects/maintenance facilities and/or supporting multiple site managers overseeing multiple medium to large, complex maintenance sites or projects within the Operations & Maintenance Function. Responsibilities may include; mobilization, operational sales, and marketing targets.

Principal Job Duties & Responsibilities
Maintain client relationships by regular communication to better understand project operations, this communication should; appraise of Fluor activities, advise of potential improvements, assess changing needs, develop teamwork and ask for client feedback on performance
Manage the work to the terms of the contract by eliminating leakage and optimizing returns
Identify profit share/bonus opportunities by ascertaining whether a value added incentive program should be implemented to reward employees for performance excellence
Manage risk as assigned by director of operations by reviewing risk on a regular basis and identifying significant business risk for Fluor
Identify future client requirements and up selling opportunities by developing on-site assessments of client operations and proposing project plans
Apply appropriate analytical tools and techniques by assessing client organizations, acquiring client engagements with significant profitability potential and transforming the client organization from the current state to the proposed future state
Fulfill contract and Operating System Requirements (OSR)/Operating System Implementation Plan (OSIP) requirements by ensuring that the duties and responsibilities of the project contract are clearly defined, documented and followed by the Fluor team
Develop and adhere to Site Business Plan (SBP) by monitoring budgets, performance and utilization, and provide periodic reporting for the respective site
Support sales efforts by assisting in sales presentations, estimates and proposals including negotiating commercial terms
Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback
Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
Maintain compliance with all applicable policies, procedures, and global standards
Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
Effectively develop and apply the Core Skills to the job
May need to travel to attend to business related matters
Meet expectations on attendance and punctuality

Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years* of work-related experience or a combination of education and directly related experience equal to fourteen (14) years* if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner

Working Conditions
Generally favorable indoor office workspace, and/or;
Various levels of environmental conditions including but not limited to project worksites and vendor/client facilities which may have temporary office space, moving mechanical parts and vibration; high, precarious places; fumes or airborne particles and extreme temperatures and high noise levels
Responsible for coordinating with the client the future outage schedule (target min. 2 year look-ahead)
Alliance Managers must be willing to share and encourage the identified expertise within their region (internally/externally) to support the client/Alliance in cross-sell or other opportunities.

Site Managers
Responsible for all activities on a site including profits; for each contract has authority for all aspects of execution within the contract, budget, and schedule, in accordance with the requirements of the Operations & Maintenance (O&M) Operating System Implementation Plan (OSIP)
Conduct a formal resource/requirement review of the contract to establish a clear, understood basis for the work to proceed
Conduct kickoff meeting and a team building sessions
Maintain the Project Financial Status Report (PFSR)
Support, manage, and approve mobilization support and performance assurance activities after mobilization
Develop Key Result Areas (KRA) in line with client, contract, and organization needs together with measurable performance indicators
Establish, implement, and maintain plans for mobilization and Site Procedures Manual (SPM)
Ensure Environmental Health & Safety (EH&S) policy, in line with Fluor Accident Prevention Standards, is established and maintained

Preferred Qualifications
Typically degreed (Engineering/Business) with minimum ten (10) years Operations & Maintenance (O&M) Home office or Site experience and five (5) years experience managing small to medium somewhat complex O&M sites or projects
Excellent oral and written communication skills
Ability to write reports, business correspondence and procedure manuals
Ability to effectively present information and respond to questions from groups of managers, clients, customer, and the general public
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form
Experience managing budgets
Experience in conflict resolution

Other Job Requirements
Act as the first line of contact to the Client Plant Manager by conducting quarterly interviews and maintaining close client relationships
Manage and execute maintenance, modification and outage activities in accordance with the requirements of the prime contract
Ensure maintenance planning and scheduling activities are fully integrated with plant operation
Provide maintenance planning services including estimates for work orders
Provide maintenance planning, scheduling, and estimating for planned outage work
Perform work in conformance with plans, specifications, schedules, and cost control estimates
Control change/scope creep, ensuring that all scope changes are quickly and properly documented, and that change orders are approved prior to the performance of work
Ensure that the duties and responsibilities of the contract are clearly defined, documented and understood, and complied
Establish and maintain practices and procedures that ensure maximum efficiency in the execution of work
Provide resource plans, addressing overall resources, costs, scheduling, and other details appropriate for the safe and efficient execution of work
Establish and maintain an effective maintenance cost control program to ensure that reported work order costs accurately reflect the costs incurred, that variances from the estimate or plan are identified in sufficient time to permit management intervention, and that accurate projections and forecasts of expenditures may be made as needed by client
Administer contracts with regard to cost, schedule, safety, and other project controls; furnish and maintain project billing instructions
Establish and maintain practices and procedures that ensure maximum efficiency in the execution of work, including analysis of historical data to assist client in providing equipment reliability at optimum costs
Perform annual review of contracts and negotiate any change orders approved by company management
Establish goals and objectives each year for assigned projects with division management
Approve salaried rate changes and renegotiate craft wage rate changes annually with owners
Review existing drawings and old project for accuracy and determine additional engineering design needed
Power Services
Manage and coordinate the work activities of fossil and renewable operation employees and subcontractors, and ensure they remain compliant with project quality, safety, and security requirements
Ensure work performed is in conformance with plans, procedures, specifications, schedules and cost control estimates
Control change/scope creep, ensuring that all scope changes are quickly and properly documented, and that change orders are approved prior to the performance of work
Conduct communication and responses to Power Purchase Agreement (PPA) client and Independent System Operator (ISO) as required Key interface point is with plant managers and staff, also the technical support group, and as needed, at Client's executive level
Utilization of the Power Services Technical/Admin. Support Group should allow Alliance Manager additional time to focus on relationships and additional opportunities within his Alliance or region
Communicate intelligence and information on changing labor conditions and project execution to the Alliance Team
Participate in development of, and approve all execution and staffing plans for work within his Alliance or region
Attempt to develop additional opportunities at the plant manager and technical support group levels by communicating the resources of Fluor and their strategic partnerships and the value they can bring
Communication of success, failures, and lessons learned back to the Alliance Team
Responsible for assisting/supporting Allegheny in development of funding plan (O&M and capital)
Emergency and routine outages will be performed within the alliance organization as requested
