This is a telework eligible position. The candidate of choice will need to report to the Tumwater, WA office on a frequent basis.

The Washington State Department of Corrections Business Services unit is responsible for all back-office support functions including purchasing, warehousing, receiving and delivery of products, and Agency financial reporting for DOC. Back-office functions support each of our facilities and ensure there are the correct products and quantities provided to the staff and incarcerated individuals. The Procurement and Logistics Manager position is a critical role, responsible for oversight, leadership, and management of the Department's purchasing and warehousing operations which includes procurement, receipt of goods, delivery to end user and stocking of warehouses. Contribute to the department's efforts on Business Diversity by identifying sourcing opportunities for small, diverse, veteran owned Washington Businesses.

The Department's mission is to improve public safety by positively saving lives. The Procurement and Logistics Manager will support the Department's mission developing and executing strategies and utilizing appropriate tools, including industry analysis, supplier analysis, benchmarking, etc., required to plan, source, negotiate and implement the procurement, distribution and warehousing of goods and services necessary to support the operating units in fulfilling the mission of the department. The candidate of choice must be able to lead others and work collaboratively with many stakeholders within and outside of the agency , individuals and vendors.

In this role, you will analyze current spending and evaluate current suppliers, consolidate spending across the supply base to create leverage, analyze purchasing trends and develop sourcing alternatives, and identify new high potential suppliers.

Duties

As a Procurement and Logistics Manager, some of your duties will include:
  • Acting as the agency liaison with Department of Enterprise Services (DES) on state master contracts which could look like:
    • Working closely with key stakeholders to manage current contracts and identify future opportunities to leverage the purchasing power of the State of Washington to save taxpayer dollars.
    • Ensuring DOC's needs are met with available master contracts, ensure vendor compliance, and resolve complaints for non-performance
    • Representing DOC on DES Procurement Policy Workgroups
    • Attending DES sponsored workgroups surrounding procurement, print management, environmental packaging policies, or any purchasing/warehousing policy requirements effecting DOC
  • Oversight and Management of Department's Procurement Operations including:
    • Leading activities of procurement professionals through coaching on key accountabilities.
    • Contributing to the department's efforts on Business Diversity by identifying sourcing opportunities for small, diverse, veteran owned Washington Businesses.
    • Evaluating supplier business proposals and present recommendations that will result in cost savings, avoidance, or containment.
  • Oversight and Management of Department's Warehousing/Logistics Operations which could include:
    • Developing and implementing logistics policies, procedures, and practices to meet short/long term business requirements
    • Assuming responsibility for Warehouse safety protocols, training, and safety plans
    • Ensuring Vehicle and Equipment Safety Inventory is completed by all warehouse staff to ensure safe operation of vehicles and equipment
  • Management Procurement and Warehousing Staff
  • Continuity of Operations (COOP)

Qualifications

What we need (required qualifications):
  • Minimum of 5 years of experience in procurement, warehousing, or with expert level knowledge of material logistics and supply chain management.
  • Minimum of 3 years of experience in supervisory or management with direct reports.
  • Strong ability to communicate clearly and effectively and to provide world-class customer service.
  • Excellent analytical and organizational skills and ability to prioritize and to simultaneously handle multiple tasks.
  • Ability to influence and lead others.

What will make your application stand out (preferred qualifications):
  • Bachelor's degree from a 4-year college or university in Business Administration, Operations Management, or closely allied field.
  • Associate degree focused in Business Administration, Operations Management or closely allied field from two-year college or technical school.
  • Experience in LEAN training and improvement projects.
  • Project management experience.
  • Experience in correctional supply chain and material logistics preferred.
  • Minimum of 5 years of experience in procurement with an understanding of material logistics and supply chain management.
  • Minimum of 5 years of experience in management of warehouse operations
  • Minimum of 5 years of experience in supervisory or management with direct reports.
  • Proficiency with Microsoft Excel, Microsoft Outlook, Microsoft PowerPoint, and Microsoft Word.

Telework Details

This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a "drop in" area available, however, a dedicated workspace within a DOC facility will not be provided.
