Position Summary

The IT Product Owner (IS Business Automation Specialist) assists with the design, operation, and support of the agency's online Grants system. This position will build, modify, and maintain the online Grants system to accommodate the Broadband Equity Access and Deployment (BEAD) and Digital Equity (DE) applications and post-award grant management. This position will also assist in supporting the agency's other applications. This position will develop standards and strategies for business analysis and for IT system integration between multiple systems and data platforms. These responsibilities require well developed skills in business analysis, relationship building, communications, problem solving, and working with program staff and management. This position routinely consults on overall program policy and program direction as it relates to the online Grants systems and processes.

This position will also serve as the agency Scrum Product Owner for the online Grants system, coordinating business requirements development, writing user stories for applications, and working closely with the development team to implement new features. Outstanding communication skills are a must. This position will act as a facilitator, planner, and problem solver to meet agency objectives. Working with various stakeholders, this position will define application scope, prepare cost/benefit analysis, present and negotiate application solutions with customers and management.

Salary Information

This position is in schedule-range (07-33) with an annual salary of $74,880-$104,000, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

Qualified applicants will have experience with all the following:
  • Experience managing complex projects or programs that impact multiple stakeholders
  • Experience with change management methodologies
In addition to having all the above, well qualified applicants will have experience with one or more of the following:
  • Experience working with Project Management and System Development Life Cycle (SDLC) methodologies
  • Experience communicating complex or technical information to non-technical audiences.
