Founded in 1960, the Youth Services Bureau of Ottawa (YSB) is one of the largest and most comprehensive non-profit agencies in Ottawa and a registered charity. It provides mental health services, employment programs, emergency shelter, community, health and housing services, and justice programs to youth in the Ottawa area, serving between 2,500 and 3,000 at-risk individuals aged 12+ and their families every month. YSB employs 350 caring professionals in a unionized environment in over 26 locations across Ottawa.
Under the general supervision of the Director of Employment Services, the Manager is responsible for the overall functioning and operation of the Orleans Employment Services operations in accordance with the policies and procedures established by the YSB. This role will be responsible for managing overall operations, program development and staff performance.

This role will be responsible for managing overall operations, program development and staff performance.
Principal Duties:
- Provide leadership to staff teams to ensure a positive and productive team environment
- Provide support and mentorship to staff members including recruitment, orientation, supervision and ongoing evaluation of staff performance, including addressing performance issues to ensure solid service delivery in the team;
- Monitor client needs and outcomes through client file review, review of statistical reports and any other measurement/assessment scale as appropriate
- Oversees yearly compliance process throughout all ES Programs, ensuring standards are in place and upheld
- Completes file audits to supports Quality Assurance Standards internal to ES- non-funder
- Provides the Director with data information, statistics, budget information and reports in order to support/enhance decision making, training needs, trends, program changes, etc.
- Oversees/monitors High Risk Client management system for all Employment Services
- Oversees CAMS data collection, ensure accuracy
- Participate in local or other networks to maintain awareness of best or promising practices and intervention strategies for client population
- Oversee and ensure the smooth day to day operations of the Orleans ES site
- Investigate, coordinate and support best practices in case management services and ensure the program is aligned with these
- Oversee caseloads and coordinate integration with internal YSB services and external services as appropriate
- Provide regular staff supervision to support staff performance in all areas including disciplinary processes
- Initiate and support evaluation practices to ensure positive client outcomes
- Contribute to Quality Assurance activities and reports; participate in research activities as required
- Support a team environment
- Ensure compliance with Agency policies and procedures, program policies, collective agreement and relevant legislation.
- Ensure safe working practices are followed and established by the Youth Services Bureau and the Employment Services program
- Oversee Imminent Risk assessments and ensure proper safety plans including follow up plans are in place
- In consultation with the Program Director/Assistant Director, participate in the selection of staff with Human Resources
- Monitor assigned budgets, support administration of budget and be accountable for spending
- Ensure all administrative tasks are completed on time and in accordance with unit & Youth Services Bureau policies, including incident reports, ADP (timecard and time off approvals)
- Prepare various reports as required by director or program funders
- Support continuous growth and strategic planning of Employment Services Dept., through contributing to opportunities and application processes
Job Specifications/Qualifications:

- Post-secondary education in Business Management and/or Human Services with relevant field experience and/or equivalent combination of experience and education
- Minimum 3 years of supervisory experience
- Minimum 3 years of case management experience
- Minimum 3 years of program development and strategic partnership experience
- Demonstrated understanding of team leadership and employee development
- Knowledge of community development and effective networking strategies
- Proven organizational and administrative skills
- Strong written and verbal communication skills
- Demonstrated decision making and problem solving skills
- Experience working with budgets
- Knowledge of Employment Services (pre or post Employment Ontario Transformation)
- Availability to work flexible hours and assume additional responsibilities as required
- Oral and written fluency in French and English- Required
