This position is headquartered at the Department of Administration State Office Building, Madison, WI.

This position works in the Madison office a minimum of one day a week. Employees may be required to work in the office more often than the minimum for the first three months of employment for onboarding and training purposes.

Position Summary

Under the general supervision of the Bureau of Financial Management (BFM) Grant Accounting Supervisor, this position is responsible for the complex accounting, auditing and financial management of multiple, high-level federal grant programs, program revenue funds and attached boards, agencies, councils, and commissions administered by the Department of Administration (DOA). This position is responsible for performing single audit desk reviews on entities that receive federal and state assistance from DOA programs. This position is also responsible for performing, coordinating, and processing multiple, complex allocations using a variety of approved bases for the Department of Administration (DOA) and its attached agencies.

Management of these programs requires a high level of proficiency in applying accounting theories and principles, analysis and interpretation of financial data relative to the programs; comprehensive accounting and financial management; and development and maintenance of automated accounting systems and reports.

Salary Information

The starting hourly rate for the Accountant - Journey position will be between $28.85 - $35.00 per hour depending upon candidate qualifications. In addition, up to a $1.00 per hour CPA add-on may be available for this classification. This classification is assigned to pay schedule/range 07-03.

The starting hourly rate for the Accountant - Senior position will be between $34.00 - $43.46 per hour depending upon candidate qualifications. In addition, up to a $1.00 per hour CPA add-on may be available for this classification. This classification is assigned to pay schedule/range 07-03.

A 12-month probationary period may be required for these positions. Pay for current state employees will be set in accordance with the Wisconsin Compensation Plan.

Job Details

Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

Qualifications

Minimally qualified candidates will have:

  • A bachelor's degree or higher in accounting or auditing from an accredited institution or commensurate professional experience in accounting and/or auditing.

Qualified applicants will have education, training, or experience in each of the following:

  • Utilizing spreadsheets and databases (such as Microsoft Office Excel or similar)
  • General accounting duties (e.g. cost allocation, reconciliations, general ledger journal vouchers, auditing, or similar)
  • Peoplesoft or comparable finance system
  • Interpreting and applying Generally Accepted Accounting Principles (GAAP)

In addition, well-qualified candidates will also have education, training, or experience with at least one of the following:

  • Masters degree in Accounting or a Certified Public Accountant (CPA)
  • Performing desk reviews in compliance with state statutes or other regulatory standards.
  • Developing or modifying internal or external fiscal policies/ procedures

In addition to the above, candidates at the senior level will also have education, training or experience with at least one of the following:

  • Accounting for grants, ensuring compliance with federal and/or state regulations
  • Federal or State grant accounting at a level that would require limited supervision to perform the job duties.
