This position is located at the Department of Administration State Office Building, 101 East Wilson Street, Madison, WI. This position may have opportunities for hybrid/remote work for a portion of the work schedule. Additional time in the office may be required depending on training and operational needs. Position Summary
This position oversees the State of Wisconsin's allocation of federal funding from the Coronavirus State Local and Fiscal Recovery Funds (SLFRF), Capital Projects Fund (CPF), State Small Business Credit Initiative under H.R. 1319, and U.S. Department of the Treasury's (Treasury) American Rescue Plan Act (ARPA) of 2021 programs. This position also serves as the key policy advisor for the ARPA program and is responsible for communicating and advising on ARPA reporting requirements, ARPA funding management and monitoring, and ARPA-related correspondence with the Governor's Office, key Department of Administration (Department) personnel, other state agencies, the Wisconsin State Legislature and legislative service agencies, the Treasury, and Treasury Office of Inspector General (OIG). This position is the lead contact and will collaborate with the Department's federal funds team and other state agency teams to meet the federal reporting requirements related to the accountability, transparency, and monitoring of the state's use of ARPA funds. Salary Information
Starting hourly rate for the Policy Initiatives Advisor - Administrative career executive position (schedule/range 81-02) will be $40.00 - $51.85 per hour ($83,200 - $107,848 annually) depending on qualifications and experience, plus excellent benefits. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. A two-year career executive trial period will be required.

Project/permanent positions are eligible for all benefits (including paid time off) and civil service status. The funding for this position is scheduled to end on December 31, 2026. The incumbent must be a Wisconsin resident.

- Policy development/implementation (e.g., interpreting policies and procedures to advise management, providing input on policy recommendations to leadership or organizations, implementing policies and procedures for an organization, evaluating current processes for improvements, promulgating written policy, etc).
- Managing budgets, auditing financial records, developing financial reports for regulatory oversight.
- Researching, interpreting, and applying state and federal laws and regulations, policies, procedures, or other complex documents.
- Establishing and maintaining effective and collaborative working relationships with a diverse group of internal and external stake holders. (i.e., executive leadership, state and local agencies, legislators, etc.).
- Monitoring, evaluating, and providing technical assistance for federal funded programs.
- Working with federal reporting requirements and procedures to ensure compliance with state and/or federal guidelines.
- Leading or facilitating workgroups/teams.
