Title: Assistant Director of Facilities
Organizational / Labor Relationship: Act 93
Status (FLSA): 12 month position, exempt, salaried
Reporting Relationships: Ascending - Facilities Manager, Descending - all Maintenance/Custodial
personnel
Position Summary: The Assistant Director of Facilities ensures all EPSD facilities are structurally
sound, operationally efficient, well-maintained, and safe. This position assists in developing long-
range plans for upgrading or replacing electrical, mechanical, plumbing, fire protection systems,
repairing or replacing building roofs, maintaining the building exterior envelope of the facilities, and
maintaining or replacing interior finishes. The Assistant Director of Facilities establishes priorities for
scheduled maintenance services and operations, administers preventive maintenance programs for
all facilities, and supervises the performance of emergency and routine maintenance procedures.
Develops constructive relationships with clients, coworkers, supervisors, and peers while promoting a
team mentality across all entities within the Facilities Department. They are responsible for all facets
of the care and improvement of district properties and are directly responsible for the supervision of
all department employees.
Qualifications
Education: High school graduate or equivalent is required; a bachelor's degree in facilities
management or related field is preferred. Specialized training via formal, apprentice or on the job
training in: carpentry, HVAC, electricity, plumbing, grounds keeping, or automotive maintenance is
desired.
Experience: With a high school diploma, ten years of progressively responsible experience is
required. Experience must demonstrate the management of facilities maintenance operations; including
the installation, construction, and maintenance of equipment, utilities, buildings, and electronic control
systems. Experience must include the supervision of skilled trades' workers. Experience in managing a
successful preventive maintenance program is required. Experience and/or training in business
management with an emphasis on budget is preferred. Experience in working with organizational
contracting agents to develop specifications and bid documents for goods and services is required.
Knowledge / Skills / Abilities
1. Competency in all phases of buildings and ground maintenance
2. Competency of supervision and evaluation of employees
3. Knowledge of building materials and maintenance supplies
4. Mechanical skills necessary for the repair of all systems and equipment
5. Ability to read blue prints
6. Ability to read, analyze and interpret general business periodicals, professional journals,
technical procedures or governmental regulations
7. Ability to write reports, business correspondence and procedure manuals
8. Ability to effectively present information and respond to questions from groups of managers,
clients, customers and to the general public
9. Exceptional customer service and interpersonal skills, as well as verbal and written
communications skills are required.
10. Familiarity with building management systems and computer management systems is required
11. Able to be on call 24 hours a day, 7 days a week
Essential Functions / Duties / Responsibilities
1. Personnel
a. Assigns personnel on a daily basis
b. Monitors job performance of all personnel and issues annual evaluations
c. Monitors compliance with collective bargaining agreements
d. Functions as first level supervisor in the resolution of staff complaints and/or grievances
e. Provides staff development activities for all employees
f. Conducts regular inspections of work sites and assures safe job practices.
2. Planning
a. Assists in developing the annual maintenance budget
b. Assembles multi-year needs projections for major projects and equipment purchases
c. Develops specification documents for bidding purposes
d. Compiles preventive maintenance schedules for all major mechanical systems
e. Maintains an accurate register of all district properties with "as is" drawings for all
facilities
3. Building and Grounds Maintenance
a. Works closely with building administrators to expedite work orders, planning for future
needs, and handling emergencies
b. Monitors preventive maintenance of mechanical systems
c. Maintains detailed records of all required inspections and reports
d. Assists the Athletic Director in the proper preparation and maintenance of athletic
facilities
e. Oversees snow and ice removal from walks, drives, and parking lots
4. Performs other duties as needed or requested by the Director of Facilities, Business
Administrator, and Superintendent
Physical Requirements
1. Ability to stand, bend, stoop, sit, lift, reach, communicate (vision, hearing, and speech), carry
or convey sufficient weight to safely and effectively carry out functions, duties, and
responsibilities
2. Ability to independently ambulate in and around school buildings and office areas
3. Ability to travel to and from assigned work locations without employer support
4. Is able to independently read, write, speak and comprehend the English language
