Title: Manager III, HVAC
Plans, develops, directs, implements, and oversees the HVAC systems and preventative maintenance programs for all buildings and nutrition equipment across the DeKalb County School District (DCSD). The HVAC Manager III is responsible for real asset management, operating fund budgeting, maintaining internal office controls, and ensuring effective public communications.
Essential Functions:
Directs daily administrative operations for HVAC and nutrition equipment, supporting the Chief Operations Officer and the Operations Departments of Maintenance, Capital Construction, Planning, and Nutrition.
Supervises and evaluates assigned staff, ensuring high performance and fostering professional development.
Assists with the development, management, and monitoring of the HVAC (non-capital) budget, driving cost-reduction initiatives and documenting savings.
Develops, implements, and oversees the work order system, ensuring compliance with quality control standards and procedures aligned with district objectives.
Manages outsourced or contracted repair services, monitoring and evaluating vendor performance to ensure service quality and efficiency.
Ensures accurate completion and maintenance of all required forms, records, and reports in compliance with district guidelines.
Prepares regular status reports on maintenance issues for DCSD facilities, providing timely updates and insights.
Acts as the primary liaison to school administrators, parents, and stakeholders regarding HVAC concerns, maintaining strong relationships with regional Facilities Managers.
Collaborates on capital construction projects, contributing to the scope of work, pre-bid/bid processes, and the preparation of construction and work authorization documents.
Ensures the effective and efficient execution of all HVAC operations, maintaining alignment with district standards.
Delivers exceptional customer service and support to school-based leaders, upholding a high standard of HVAC maintenance and responsiveness.
Oversees the service vehicle fleet and maintains associated equipment, ensuring accountability for tools, measuring instruments, and diagnostic equipment.
Drives continuous improvement efforts through the use of metrics and key performance indicators to enhance operational efficiency.
Collaborates with the Director of Facilities to provide ongoing professional development and training for assigned staff.
Leads procurement processes, preparing contract specifications, soliciting bids for various services, and monitoring vendor performance to ensure optimal results.
Performs other duties as assigned.
EDUCATION AND/OR EXPERIENCE:
Bachelor's degree in Business Administration, Public Administration, Engineering, or a closely related area from a Professional Standards Commission-approved accredited college or university required.
An Associate's degree with at least eleven (11) years of relevant work experience may be considered.
Minimum three (3) years of supervisory-level work experience in engineering, architecture, facilities management, or closely related experience required.
Valid Driver's License required.
Multiple-location management experience preferred.
General knowledge of mechanical, electrical, plumbing, HVAC, boilers, refrigeration, energy management or building systems preferred.
Facilities management certification preferred
Universal CFC Certification 3, DDC (Digital Demand Control) OEM instructed Technical Credentials, or one or more current certifications/licenses as follows preferred:
o Unrestricted HVAC license in the State of Georgia
o 1st class NIULPE (National Institute for Uniform Licensing of Power Engineer license
o NATE (North American Technician Excellence) certification in all Service, Installation, and Senior Technician categories.
