Position Summary

The Utility Infrastructure Program and Policy Chief(Program and Policy Chief- Career Executive) is a critical member of the core management team (CMT) within the Division of Energy Regulation and Analysis (DERA) and works under the general direction of the Deputy Administrator. The Utility Infrastructure Program and Policy Chief is responsible for managing the overall portfolio of electric and natural gas construction dockets. This includes oversight of the docket planning and record development for electric and/or natural gas project applications requiring a Certificate of Authority (CA) or a Certificate of Public Convenience and Necessity (CPCN). This position also provides focused program and process leadership related to these dockets to ensure all statutory requirements are met and appropriate stakeholders and partners are involved.

Other areas of responsibility may include initiating and leading efforts to conduct research and in-depth studies on a wide variety of issues that reflect the dynamic nature of the electric and/or natural gas industry. Relatedly, this position will lead and direct staff to prepare special reports, analyses, and memoranda on policy, programs, or proposed rules specific to electric and/or natural gas generation, distribution, transmission, and/or rates. The employee may have the opportunity to identify and recommend appropriate internal process and policy changes to better accomplish agency statutory objectives and division mission.

Salary Information

This position is in schedule-range (81-02) with an annual salary of $87,360-$107,848, plus excellent benefits. A 2 year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Qualifications

At the acceptable level, the applicant has each of the following activities:
  • Experience overseeing or leading the work of other professional staff, such as in a lead, supervisory, or comparable role
  • Experience prioritizing and coordinating work
  • Experience developing and evaluating policy alternatives and making recommendations to decision makers on significant policy actions
  • Experience working with legal orders, policy, State and/or Federal statutes and codes within a regulatory environment
In addition to the Acceptable level, the applicant has experience performing one or more of the following activities:
  • Experience with utility regulation, utility policy, or utility operations
  • Significant formal supervisory experience that may include overseeing a variety of professional staff, overseeing multiple program areas, and experience performing a wide scope of management duties
  • Experience creating and implementing stakeholder management plans
