Advancing a Safe, Accessible and Sustainable Built Environment
The Community Development Department plays a vital role in the continued development, sustainable growth, and success of Torrance. CDD maintains the Building and Safety, Engineering, Environmental (Code Enforcement), the Geographic Information System (GIS) and Mapping, Housing, and Planning Divisions, which serve the community by overseeing redevelopment, comprehensive planning, zoning, housing programs, project planning, permitting, environmental stewardship, NPDES and building and code enforcement.
Responsibilities of the Community Development Department include:
The Position
The Engineering Manager in Community Development serves as the manager of the Engineering Division and is responsible for overseeing all aspects of the division's operations, ensuring the successful execution of engineering projects, and fostering a high-performance team environment. TheEngineering Manager manages the work of professional engineering division personnel including assigning, planning, and reviewing work, evaluating work performance, coordinating activities, maintaining standards, allocating personnel, training, and recommending and implementing employee discipline.
The Engineering Manager develops and administers project budgets; maintains accountability for all revenue generated by division; prepares Requests for Proposals (RFP's) for engineering consultants and administers contracts; implements department programs and capital improvements; makes presentations to City Commissions, the City Council and Council committees on engineering-related items; coordinates projects with other City departments, agencies and utilities, and performs related work as required.

QUALIFICATION GUIDELINES
Education and Experience
Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way of obtaining the necessary knowledge and abilities would be:
Graduation from a college or university with a Bachelor's degree in civil engineering and five years of professional civil engineering experience involving the design and construction of a variety of public works projects, at least two of which must deal directly with managing municipal projects for any combination of the following systems: highway, sewer, drainage and water.
License and/or Certificate
Must possess and maintain the following:
Registration as Civil Engineer in the State of California and an appropriate, valid California driver's license.
