SOESD is an established service organization providing a multitude of quality services for customers predominantly in Oregon, with business from across the nation, Canada and Europe. The Chief Human Resources Officer manages staff that support HR functions, and supports department leaders with personnel issues, while developing, recommending, and facilitating personnel policies, procedures, and practices that result in effective and efficient operations. The Chief Human Resources Officer also manages other specific operations as requested by the superintendent, such as the substitute management system, to meet SOESD's and customers' workforce needs.
The successful candidate should have a sharp focus on supporting organizational outcomes, through recruiting, supporting, evaluating, and retaining staff, while promoting efficient and effective operations to meet business objectives. The Chief Human Resources Officer should possess strong skills in interpersonal and public relations, as well as effective conflict resolution. Working with the superintendent and department leaders, the Chief Human Resources Officer promotes and supports a positive culture with all staff in promoting efficient operations, while playing a collaborative role in the development of highly effective integrated organizational systems, including business/payroll services, and risk management. Description: Chief Human Resources Officer
POSITION GOAL:
Under the direction of the superintendent, manage the daily operations of human resources (HR) functions, including planning for efficient and effective operations, coordinating HR staff, facilitating personnel processes with program leaders and staff, maintaining labor relations, fostering a positive work culture, and ensuring compliance with all SOESD personnel policies, collective bargaining, and other state and federal requirements. The Chief Human Resources Officer may also manage other programs and staff as directed by the superintendent.
ESSENTIAL FUNCTIONS:
Employees in this position perform some or all of the following tasks. Other duties may be assigned.
Essential duties of this position include:Develop, recommend, and facilitate personnel policies, procedures and practices that result in effective and efficient organizational operations. Support the improvement of programs and personnel, as well as the attainment of organizational and program goals, ensuring a high degree of efficiency, accountability and positive work culture. Work synergistically with the superintendent's office and the business office to facilitate a transparent, efficient, and effective process for all human resources office, business office, and superintendent's office functions. Maintain and facilitate standardized processes to support recruitment, selection, hiring, orientation, and staff development, as well as the exit process, including resignation, retirement, termination, reduction in force, and recall procedures. Develop job descriptions utilizing program leader input and facilitate research to recommend compensation for positions. Ensure employee licensing, credentials, and training required by all positions and for agency compliance. Maintain and facilitate process for employee evaluations and professional growth programs. Support program leaders and staff with HR processes, including: (1) recruiting, hiring, onboarding assignment, and evaluation; (2) benefits, leave, and accommodation processes; (3) employee expectations, misconduct, performance, and plans for improvement; (4) investigation, findings, and progressive discipline; (5) non-renewal, resignation, dismissal, reduction in force and recall; and (6) complaint, grievance and investigation processes. Facilitate due process meetings with staff and prepare related documentation for personnel processes. Manage the administration and interpretation of employee collective bargaining agreements. Work collaboratively with the labor associations while being proactive about concerns, to ensure adherence to collective bargaining agreements, while facilitating constructive resolution of personnel and other matters. Keep the superintendent informed of HR areas of responsibility, including licensing, payroll, personnel issues and staffing. Work synergistically with external technology vendors and SOESD technology programs to implement effective and efficient operational systems. Administer a system of personnel management and recordkeeping that comply with SOESD policies and procedures, as well as state and federal laws, rules, and regulations, including but not limited to nondiscrimination, affirmative action, ADA, BOLI, FMLA/OFLA, TSPC, Title IX and the Oregon Department of Education (ODE). Monitor activities and practices for compliance. Offer training in personnel matters for the management team, staff, and organizations served. Support other organizations with HR processes as directed by the superintendent. Organize, supervise, train, and evaluate HR staff to support HR processes. Manage program budget and supervise expenditures. Manage other programs, operations, staff, and budgets as directed by the superintendent. Establish and maintain high-trust regional relationships. Communicate clearly and appropriately. Participate in professional growth activities. Establish and maintain cooperative work relationships with SOESD employees, local education agency representatives, and others contacted during the course of the workday. Follow established SOESD policies and procedures. Perform physical requirements unaided or with the assistance of reasonable accommodation. Perform other job-related duties as assigned by the supervisor.
MINIMUM PREREQUISITES:

Bachelor Degree. Oregon Driver License. Five (5) years successful administrative experience in human resources. Five (5) years successful experience with collective bargaining/contract negotiations. Successful leadership background. Strong decision-making skills. Strong written and oral communication skills. Ability and experience in working on a management/leadership team. Knowledge of federal and Oregon labor law.
