GENERAL DESCRIPTION OF POSITION
The Senior Business Development Manager (SBDM) will focus on securing new business and ensuring the achievement of annual business development targets. The SBDM is responsible for researching, identifying, qualifying, writing and preparing proposal documentation, writing specific proposal sections and managing the capture and proposal processes. Proposal sections can range from several pages to lengthy proposals that describe, in detail, the scope of work to be performed and the organization's ability to carry out the solicitation. The SBDM will support, identify, and guide new business opportunities and the achievement of annual sales targets. The SBDM will support the Business Development (BD) unit and other proposal team members throughout the bid cycle, making sure the capture and proposal processes are efficient and effective. The SBDM will report to the Vice President, Business Development.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Ensure early capture intelligence and targeted pursuit for upcoming USAID and USDA proposals/opportunities.
  • Through ongoing research, tracks funding opportunities, develops bid analysis for Go/No Go's, capture plans and win strategies.
  • Leads and supports the conceptualization and design incorporating theory of change to create compelling, innovative and customer responsive solutions into winning proposals.
  • Writes technically sound, client-focused sections of major proposals.
  • Identifies, organizes, and participates in reconnaissance, capture and design efforts in targeted countries to influence program design.
  • Negotiates with partners and builds and maintains relationships with for profit, non-profit, private sector and academic partners.
  • Leads the development of customer-appropriate pitch decks, capability statements, technical papers and other marketing collateral that showcase thought leadership.
  • Develops and maintains business development team coordination and guidance tools including meeting schedules, checklists, calendars, and other templates.
  • Coordinates and supports the development and delivery of business development team and international team training.
  • Manages, coaches and mentors assigned business development staff and supervises their performance and guiding them to available professional development opportunities.
  • Works with the Vice President of Business Development (VP) and the Business Development Director, guiding program and technical teams to identify new business, execute bid decisions and overall BD strategic planning for the organization.
  • Ensures technical requirements and details of the technical proposal are aligned with the cost proposal in close collaboration with finance and costing and pricing teams.
  • Manages on time, compliant, and cost-effective delivery of proposals.
  • Contributes to outreach and marketing efforts, including development of corporate capabilities statements and other technical and marketing collateral.

Other Job Duties
  • Cultivates relationships with key USAID Missions (Feed the Future, Economic Growth and other key influencers); develops and demonstrates strong understanding of key influencers in Win Strategies.
  • Manages the process of developing multiple proposals concurrently and reviews proposals for quality, compliance, and consistency e.g. technical approach, management and personnel, past performance, organizational charts and other sections, as required.
  • Manages and reviews technical inputs submitted by partners.
  • Serves as final copy editor for proposals, guidance, and marketing collateral.
  • Verifies and ensures technical and cost volumes of proposals are compliant and successfully submitted to clients, while responding to any questions that arise during the solicitation process.
  • Leads and supports the entire bid cycle, including identification, qualification, capture and design of both technical and cost volumes of solicitations in targeted countries.
  • Organizes participation and represents NCBA CLUSA at conferences, webinars or other public events on youth, women in development and other relevant technical areas (food security, market systems, financial inclusion etc.).
  • Performs any other related duties as required or assigned.

    QUALIFICATIONS
    To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

    EDUCATION AND EXPERIENCE
  • Master's degree in International Development, Economics, Agriculture or related field, or - or equivalent relevant work experience.
  • Eight years of experience international development bids and proposals.
  • Demonstrated proficient leadership abilities within a supervisory capacity (3 years preferred)
  • Familiarity in one of NCBA CLUSA core technical areas: food security and agriculture, democracy and governance, natural resource management, financial inclusion, cooperative development, climate adaptation, and social inclusion of youth, women and gender initiatives, indigenous populations, people with inclusion of indigenous populations and community-based health.
  • Superior conceptualization, writing, research, communication and organizational skills.
  • Experience working under tight deadlines in a highly collegial and effective manner.
  • Knowledge of USAID procurement process and cycle and key USAID initiatives (such as Feed the Future) is required.
  • Spanish, French, Portuguese and/or other relevant language preferred.

Proficiency in Microsoft Office Suite (Word, Excel, Project, Outlook, PowerPoint, Visio) is required.

PHYSICAL ACTIVITIES

While performing the duties of this job, the employee is regularly required to sit, use hands to write or type, use arms to reach for items and turn head to speak and/or hear others. The employee will frequently walk, reach, stoop, push and pull up to 20 lbs. and lift up to 10 lbs. Specific vision abilities required by this job include close vision, depth perception and ability to adjust focus

Must have the ability to travel internationally up to 20%.
