DSHS SCC Director of Quality Assurance
TheBehavioral Health Administration(BHA) at the Department of Social and Health Services (DSHS) is seeking a leader to provide oversight, education, and quality improvement activities to ensure compliance with applicable state and federal laws, rules, and standards at theSpecial Commitment Center(SCC). In this role, as the Director of Quality Assurance, you will provide leadership, oversight, planning, education, training, comprehensive quality assurance, and performance improvement programs that impact all SCC departments. You will report to the deputy chief executive officer and work closely with the chief executive officer and shall provide educated and informed decision-making guidance which impacts statewide policy/procedure development, particularly those that impact SCC residents. You will also work with SCC staff and supervisors, stakeholders, and others to determine training and performance improvement needs utilizing current best practices. You will maintain uniform service and quality standards for employment and in data analysis by the facility and ensure continuous quality improvement in the provision of workforce development opportunities.
Some of what you will do
- Prioritize quality assurance reviews, management and direction of facility and agency wide projects, and ensure alignment and efficacy of all program area operations.
- Plan and provide strategic and operational oversight of SCC quality practices, workforce development, and accreditation needs.
- Ensure compliance with applicable federal and state laws, standards of accreditation, and performance improvement.
- Advise senior and executive leadership on necessary process improvement measures
- Manage personnel management actions.

Additionally, they must demonstrate their knowledge and experience in managing multiple areas of compliance with regulatory requirements of federal and state laws and have experience working in a 24/7 institution/program in a complex environment.

What Were Looking For
Knowledge
Bachelor's degree focusing on business administration, public health or healthcare administration, social services, or organizational leadership.
AND
Five years leading quality assurance for a certified program.
AND
Five years' experience working with and coordinating stakeholders, Tribes, local partners, and other state agencies (DVR, L&I, ESA programs, etc.).
AND
Two years' experience as a supervisor.
OR
Equivalent experience in the above areas may substitute for formal education.
Preferred/desired education, experience, and competencies
- Experience with the Commission on Accreditation of Rehabilitation Facilities (CARF) and/or Centers for Medicare & Medicaid Services (CMS) regulatory implementation and standards.
- Experience with Quality Assurance oversight utilizing data metrics, professional consultation, and creative and sustainable strategies.
Skills and Abilities
- Experience with Quality Assurance oversight utilizing data metrics, professional consultation, and creative and sustainable strategies.
- Knowledge of organizational principles, communication techniques and performance improvement methodology.
- Knowledge of evidence based mental health/sex offense/inpatient care practices.
- Knowledge of state and federal laws and regulations that relate to or may impact the SCC (e.g., Medicare, Medicaid, Health Insurance Portability and Accountability Act, criminal code).
