DSHSs Developmental Disabilities Administration (DDA) provides high-quality support for people with intellectual and developmental disabilities. Our mission is to promote individual worth, self-respect, and dignity, ensuring that every person is valued as a contributing member of the community.
Yakima Valley School RHC, located in Selah, WA, near Yakima, serves over 100 people with intellectual and developmental disabilities. Our certified nursing facility offers 24-hour residential care and specialized programs in recreation, leisure activities, social relationships, and daily life skills. We prioritize personalized services to enhance self-reliance and independence.
As theSuperintendentof YVS, you will influence a managed-care transformation for our residents. This executive-level role involves overseeing a $27 million budget and playing a pivotal role in the state's leadership. You will manage a team of 9 direct reports and over 250 staff members, directly overseeing the operation of the Nursing Facility. Your impact extends to agency policies, budgets, labor relations, and facility operations.
You will serve as the Superintendent, contributing to the strategic and operational direction that aligns with our mission, vision, and values. Key Responsibilities:
- Ensure compliance with laws, regulations, and guidelines.
- Foster a safe, inclusive, and healthy environment for all clients and staff.
- Guide and develop a diverse, qualified, and engaged workforce.
- Provide direction and oversight for emergency management activities.
- Maintain budgetary discipline and appropriations adherence.
- Collaborate in strategic planning and cross-divisional efforts influencing statewide RHC operations.
Your Role:We seek a visionary leader with effective communication and interpersonal skills to build strong community relationships for YVS residents and clients. Your management approach should be collaborative and approachable, with a strong financial acumen and understanding of operational care standards for people with intellectual and developmental disabilities. You will be a creative decision-maker regarding financial options for future endeavors.
Success in this role is measured by adherence to regulations, delivery of quality programs, budget management, transparent communication, operational support, and a safe, healthy environment for all clients and employees.
Who Should Apply
A licensed nursing home administrator, with a bachelors* degree in healthcare administration, social services, human services, health sciences, business administration, or public administration, plus 7 years of relevant experience, which should include:
- Senior-level administrative or supervisory experience in facility-based service delivery.
- Demonstrated competence in quality assurance, bargaining, networking, and problem-solving.
- Familiarity with public policy issues impacting social services or healthcare.
- Work experience in providing crisis stabilization services or continuous respite will be helpful.
*Masters degree can substitute for 2 years of experience, while a PhD can substitute for 3 years.
Key Qualifications:
- Align communication, culture, and processes to advance client services.
- Knowledge of state and federal regulations, CMS, and Medicaid; Washington Administrative Codes and Revised Codes of Washington.
- Understanding of legislative procedures and labor relations practices.
- Effective written and verbal communication skills, giving presentations, negotiating; proficiency in building strategic relationships with community partners; familiarity with Lean, adult learning skills, and plain talk.
- Exceptional prioritization and decision-making abilities; quality assurance, policy development, and survey processes.
- Emergency management and incident command knowledge.
- Budget proposal development and appropriations implementation.
- Experience managing residential habilitation centers, preferred.
- Membership in the National Association of State Directors of Developmental Disabilities Services is a plus.
- Proficiency in team building, hiring, and retention of medical occupation employees.
