This position is located in the Office of the Chief Medical Officer (OCMO), within Operations Support (OS), United States Customs and Border Protection (CBP), United States Department of Homeland Security (DHS). The purpose of this position is to serve as CBP's Emergency Medical Services (EMS) Program Manager. The incumbent provides expert advice and counsel to the CBP Chief Medical Officer (CMO) and CBP leadership on a variety of highly complex medical issues and key emerging EMS policy issues, priorities, and program direction of critical importance to CBP.
The EMS Program Manager provides DHS and CBP with the application of professional Emergency Medical Services (EMS) focused on programmatic knowledge and direction in national and strategic programs and initiatives related to CBP EMS requirements. The incumbent serves the CBP Chief Medical Officer and Operational Medicine leadership as the principal CBP EMS Program Manager for OCMO.
A Program Manager shall at a minimum:
An Associate or Bachelor's degree (BA/BS) from an accredited college, university, school. Or institution recognized by the U.S. Department of Education and/or relevant experience is required. Advanced Department of Defense (DOD) or extensive civilian EMS clinical and supervisory experience preferred. Relevant prior experience as a licensed Emergency Medical Technician (EMT), Advanced Emergency Medical Technician (AEMT), Paramedic or the equivalent military occupational series is also required.

A Program Manager shall at a minimum:
- Perform other related analytical tasks as directed in support of the program.
- Provide expert advice and counsel to the OCMO leadership regarding CBP EMS and operational medicine issues.
- Serve as a liaison and conduct outreach and coordination across DHS, CBP and with relevant external stakeholders regarding CBP EMS issues.
- Provide oversight and coordination of training, certification, credentialing, equipping, and EMS medical quality management.
- Conduct research, analysis, and strategic planning and policy development regarding complex health and medical areas of concern such as, but not limited to, emergency medicine, AED, CPR, Naloxone, Individual First Aid Kit (IFAK), and controlled substances programs, emergency response, rapid deployment of medical teams, disaster preparedness and response, emerging infectious diseases, and operational medicine.
- Assist with review and approval of CBP EMS specific policies, protocols, and directives.
- Review and approve CBP EMS specific training and curricula.
- Assist with planning and coordination of CBP medical support to crisis and contingency operations.
- Conduct administrative leadership responsibilities for CBP EMS programs and provide management and supervision as appropriate.
- Provide oversight on CBP EMS response inquiries on a nationwide basis.
- Provide input, feedback, and guidance on CBP tactical medicine and tactical combat casualty care (TCCC)/Tactical Emergency Casualty Care (TECC) training, policies, and procedures.
- Find ways to improve or increase the quality of the work directed within and across CBP EMS.
- Offer advice, counsel, or instruction to employees on both work and administrative matters.
- Collaborate with CBP component leadership to develop recruitment and training strategies to determine and support medical provider end strength goals.
- Participate in interviews of candidates for relevant positions within the unit; recommends appointment or reassignment to such positions.
- Travel when necessary to support CBP EMS, perform site surveys, support assessments of Sector, Air Branch and Field Office EMS Programs and if required for mission support.
- Perform other duties as assigned.
