Purpose of Position:

Obtain/Maintain proficiency on company approved systems/ applications for processing work.
Evaluate suppliers based on price/cost, quality, and lead time.
Competitively bid and analyze price/cost proposals, financial reports, and other information to determine reasonable prices.
Negotiate contracts on behalf of the organization.
Work out terms and conditions with suppliers, such as when products will be delivered, payment terms, point of delivery, etc.
Evaluate and monitor contracts to be sure that vendors and suppliers comply with the terms and conditions of the contract to improve supplier value.
Maintain and review records of items bought, costs, deliveries, product performance, and inventories.
Analytical skills. When evaluating suppliers, buyers must analyze their options and choose qualified suppliers with the best combination of price and quality.
Decision-making skills. Buyers must have the ability to make informed and timely decisions in choosing supply chain partners.
Math skills. Buyers must possess basic math skills. They must be able to compare prices from different suppliers to ensure that their organization is getting the best deal.
Negotiating skills. Buyers often must negotiate the terms of a contract with a supplier. Interpersonal skills and self-confidence, in addition to knowledge of the product, can help lead to successful negotiation.

Manage all activities and teams of procurement professionals responsible for planning, strategy development and implementation of commodity specific plans for the acquisition of all site commercial product needs for electrical, instrumentation, HVAC, office janitorial equipment and supplies, photographic/printing and mechanical equipment and supplies Assure all said activities comply with DOE requirements and company policy while maximizing customer satisfaction and cost effectiveness. Promote commercialization, develop and implement innovative changes to increase cost effectiveness and efficiency. Identify and implement strategies to improve company's working relationships with suppliers.

Major Responsibilities

Manage all activities with development of strategy, solicitation, negotiation, award and administration of strategic agreements (for all assigned commodities), which are critical to meeting company's site initiatives

Responsible for the administration of personnel policies and career development for (15) exempt purchasing professionals and (2) nonexempt employee. Perform coaching, counseling, one-on-one and team training sessions using situational leadership techniques to enhance employee performance and career development.

Personally audit, evaluate and/or approve procurement actions of all procurement professionals up to $500k to ensure that all material, quality, cost and delivery requirements are met while complying with DOE requirements and company policy. Review, modify and approve all actions greater than $500k to ensure that all regulatory, quality, commercial and legal issues have been sufficiently addressed prior to submittal to upper management and DOE as necessary, for review.

Manage group budget expenditures of site resources of personnel, equipment and supplies in a cost effective manner to meet group goals in support of site schedules. This requires continuous direction and monitoring of resources to support important site missions.

Work with suppliers to maximize partnering concept while meeting site goals and maximizing cost effectiveness. Represent the company to supplier personnel at the highest level and resolve contractual disputes using judgment in executing responsibility as legal steward of tax payer monies and function as an external ambassadors.

Handle special administrative and staff assignments to assist the division in meeting AOP and fee goals. Continuously "sell" the benefits of advance planning with field customer and early buyer involvement with customers and suppliers. Foster increased buyer/customer relationships, resulting in increased customer satisfaction

Motivate group personnel to accomplish goals of team charter and individual performance goals. Assess exempt and nonexempt work performance.

Promote streamlining and continue training of all personnel in commercial techniques to stay on the cutting edge of "best practices" in Material Acquisitions.

Represent management regarding supplier complaints, addressing all issues in a fair and equitable manner, negotiating resolution where necessary.

Develop, implement, and manage new and innovative procurement approaches that reflect the "best in class" practices and commercial ways of doing business and that will yield considerable cost savings for the Dept., Div. and the Site.
