PURPOSE: Responsible for overseeing all accounting functions, ensuring compliance requirements, and managing internal controls. The Accounting and Auditing Administrator will take a hands-on approach to learn, audit, and optimize all finance processes across the organization while completing the organization's budgeting process. This role will collaborate closely with the COO to ensure efficiency, accuracy, and adherence to fiscal policies and/or practices and/or regulations. The Accounting and Auditing Administrator will provide strategic leadership in financial reporting and process improvement, working closely with executive leadership to align financial operations with overall business goals.

QUALIFICATIONS:
  • Bachelor's Degree in Accounting, Finance, or Business required; Master's Degree in Accounting, Finance, or Business Preferred; CSBO Preferred.
  • At least ten (10) years of experience in accounting and/or school business.
  • Must be proficient in Word, Excel, Outlook and Financial Accounting Software.
  • Comprehensive knowledge of accounting principles and practices with strong knowledge of the Illinois Program Accounting Manual is preferred.

REPORTS TO: Chief Operations Officer

SUPERVISES: Coordinator of Budgets and Accounting, Claims Analysts (2), and Grants Administrator

MAINTAINS LIAISON WITH: Executive Cabinet, District Leadership Team, External Auditors, and All Administrators including Support Staff for the above Administrators

ESSENTIAL FUNCTIONS:
(The following are the essential fundamentals to include but not limited to the following job duties.)
  • Monitors all financial transactions of District 61 and Macon-Piatt Special Education District to ensure compliance with generally accepted accounting principles and the Illinois Program Accounting Manual.
  • Works closely with the COO to ensure the financial health and sustainability of the organization.
  • Prepares, coordinates, and monitors annual budget including filing budget reports and preparation of budget for the Board of Education.
  • Acts as the Departmental Leader in absence of the Operations Officer.
  • Audits Bank Reconciliations for all Bank and Investment Accounts.
  • Provides oversight of financial records and ensure issuance of pertinent financial reports.
  • Conducts ongoing comprehensive audits of all finance processes, identifying gaps, inefficiencies, and areas for improvement.
  • Supervises and evaluates Coordinator of Budgets and Accounting, Claims Analysts (2), and Grants Administrator.
  • Assists with reviewing and optimizing accounting practices, internal controls, and financial reporting systems.
  • Assists with initiatives to automate and streamline accounting processes, reducing manual work, and improving accuracy.
  • Assists with developing and implementing policies and procedures to strengthen financial controls and ensure efficient workflow.
  • Assists with preparation of the Annual Financial Reports (District 61 and Macon Piatt Special Education District) for audit. Works closely with the auditors in their review of internal controls and financial statements.
  • Assists auditors for the purpose of providing supporting documentation.
  • Supervises and evaluates staff.
  • Performs internal financial audits as necessary.
  • Leads, mentors, and develops the accounting team to foster a culture of continuous improvement and high performance.
  • Assists and backup all Business office functions.
  • Accounting resource specialist to the Decatur Public School Foundation.
  • Responsible for District accounting records.
  • Audits purchasing and payables, and Student Activity Accounts processes at the building level.
  • Assists with the supervision and preparation of ISBE Reporting.
  • Other duties as assigned.
TERMS OF EMPLOYMENT: Salary to be based upon salary schedule established by the Board, 261 days per year

GRADE LEVEL: 16B

FSLA: Non-Exempt
