Job Description

The purpose of this position is to oversee and direct the performance of all field operation and maintenance activities for assigned craft in conformance with plans, specifications, schedules, and cost estimates. This position requires a working knowledge and background of assigned work, the ability to appreciate and resolve complex situations with assistance and see actions as a series of steps. This role requires proficiency in directing general foremen and foremen within their craft as necessary in their roles to meet or exceed all project objectives.

This role REQUIRES CCGT HRSG - Power Boiler Experience.
Plan and direct the work activities within assigned O&M crafts in alignment with available engineering deliverables, tools, operations equipment, and materials; coordinate with other crafts as necessary
Approve or authorize the coordination of craft personnel, material, and equipment needed to meet schedules
Directly support project and operations management with planning and utilization of proper means and methods for all O&M activities
Analyze situations, identify and forecast pertinent problems and evaluate realistic options; and recommend/implement appropriate course of action
Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
Plan/Estimate and execute both small and large maintenance outages
Participate in update meetings with the client and assist with problem solving
Must be willing to travel to support emergent call-outs, going from site to site within the assigned region

Basic Job Requirements
Craft certification, training, and experience appropriate for assignment scope; directly related experience equal to twelve (12) years; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
Job related technical knowledge necessary to complete the job
Ability to recognize and identify different material types within the HRSG such as P91, F22, T23, etc...
Familiar with the various sections of the HRSG and how to successful access each, such as Primary Reheat, Secondary Reheat, Reheat, Economizer, HP, LP, IP, FW, etc...
Ability to understand and follow various welding procedures associated with different materials found in the HRSG
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner
Onboarding of craft labor
QC inspect code welds
Code package support
Conduct weekly safety audits on I-Auditor

Preferred Qualifications
Accredited degree or global equivalent or minimum six (6) years of project and/or site management experience
Recommend a minimum six (6) years of project and/or site management experience
Comprehensive understanding of facility management, including plant operations, maintenance, engineering, janitorial services, safety, grounds, and related services
Ability to delegate tasks
Familiarity and knowledge of Work Order Control (WOC) procedures and computerized maintenance management systems (CMMS)
Project experience

Other Job Requirements
Participate in project planning and estimating
Perform Job Risk Analysis for out of norm work scopes
Ensure that a contract summary is made available to, read, and understood by appropriate members of the site team
Develop Key Result Areas (KRAs) in line with client, contract and operating company needs together with measurable performance indicators
Establish, implement, and maintain plans for mobilization, Site Procedures Manual (SPM)
Develop estimates and written planning activities for electrical scopes and sequences the activities during schedule development
Maintain effective schedule and cost control within assigned field functions of the project and ensure adherence to these practices
Perform work in conformance with plans, specifications, schedules, and cost control estimates
Control change/scope creep, ensuring that all scope changes are quickly and properly documented, and that change orders are approved prior to the performance of work
Ensure that staff complete activities and work orders as scheduled each month
Establish and ensure efficient utilization of staff
Provide on-the-job and other formal training to staff in areas of specialization
Provide data and reports as required, including formal studies and evaluations, planning work, preparing schematics and other various administrative functions such as status reports, equipment evaluations or scope of work for outside contractors
Review and assesses scope of authorized work and continually monitor job progress against plan
Monitor work order (WO) implementation to ensure compliance with procedures
Perform an audit function regularly to ensure Fluor standards of workmanship are achieved
Review project status reports and directs the resolution of operational and maintenance problems to ensure minimum costs and prevent operational delays
Use the Computerized Maintenance Management system (CMMS) to track all maintenance work, labor hours, work orders, etc.
Perform administrative activities associated with the effective management of operations, including compiling, storing, and retrieving production data for reports
Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems
Improve service results by developing and implementing work process improvements in assigned area of responsibility
