Job Summary
The NiSource Corporate Services (NCS) Regulatory Manager provides regulatory optimization, analysis, direct testimony, and process efficiencies for NCS. The manager strategically develops the approach to NSC cost testimony, develops executive-level presentations and presents to Senior Leadership, and performs benchmarking and headcount analysis. The manager is also responsible for sponsoring, supporting, and assisting in the creation of NCS forecasted costs and allocations, working closely with the other Finance leaders, Operating Company policy teams, Legal regulatory teams, and Accounting.

$107,000.00 - $160,500.00

Job Summary
The NiSource Corporate Services (NCS) Regulatory Manager provides regulatory optimization, analysis, direct testimony, and process efficiencies for NCS. The manager strategically develops the approach to NSC cost testimony, develops executive-level presentations and presents to Senior Leadership, and performs benchmarking and headcount analysis. The manager is also responsible for sponsoring, supporting, and assisting in the creation of NCS forecasted costs and allocations, working closely with the other Finance leaders, Operating Company policy teams, Legal regulatory teams, and Accounting.
Essential Functions
- Serves as regulatory lead on regulatory filings involving NCS costs, which includes being the NCS witness for regulatory proceedings, developing and coordinating a work plan, testimony, discovery requests and other matters related to a proceeding before regulatory agencies
- Strategically develop the approach to NCSC cost testimony across all jurisdictions
- Leads the coordination and alignment across internal and external expert witnesses and legal counsel on regulatory filings and initiatives
- Develops executive level monthly reporting of actual vs. planned allocation costs to Operating Companies (OpCos), presents analysis monthly to State Presidents and State Leadership
- Supports Annual Financial Plan allocation of NCS costs to OpCos
- Develops/maintains headcount analysis, understanding drivers, rationale, and OpCo impacts; coordinating with leaders across the enterprise and presents findings to Senior Leadership
- Develops analyses on historical, current and projected NCS costs
- Performs benchmarking analysis, comparisons by OpCo and peer companies. Develops executive-level presentations and presents to Senior Leadership on findings.
- Understands the financial statements, regulatory compact, and interplay between base rates, trackers, and other ratemaking mechanisms; identifies key inputs and assumptions; supports optimizations of regulatory mechanisms.
- Strategically develops, coordinates, and executes on identified continuous improvement initiatives by driving change, efficiency and challenging the status quo
- Develop and manage strong relationships with external and internal stakeholders to execute regulatory activities related to the goals and objectives of both gas and electric divisions.
Required Qualifications For Position
- Bachelor's Degree in Finance, Accounting or related discipline
- 4-6 years Progressive experience working in Regulatory, Finance, Accounting or other related business field
- 1-3 years Experience in the Utilities sector
- Strong verbal communication
- Proven ability to synthesize complex data and visualize results
- Demonstrated continuous improvement and initiative efforts
- Demonstrated financial technical knowledge of interdependencies between business drivers and resulting impact to the financial statements
- Ability to communicate at all levels of the organization, tailoring the message to fit the circumstances. Presentations must be made with confidence, assurance, and display clarity of thought and proper subject diligence.
