QUALIFICATIONS: This position requires knowledge of principles and practices of school facilities planning to include engineering, architecture and general construction industry methods and practices; current trends in school design and construction; applicable education code regulations and state, county and local laws and ordinances pertaining to site acquisition and school building programs; applicable building code regulations and federal, state, county and local laws and ordinances pertaining to building construction and state and federal accessibility; bidding procedures and contract administration and development techniques and practices; public financing procedures for construction/reconstruction projects; characteristics and costs of various methods of construction, architectural features and building designs; principles and practices of management and supervision, including planning, organizing, assigning, and reviewing work, performance appraisal and discipline and employee selection and development; principles and practices of claims avoidance methods.

Must be able to effectively direct, control, and manage a facilities department for a large school district containing several multi-million dollar construction and reconstruction projects; understand, read and interpret architectural and engineering plans, specifications and blueprints; design, implement and manage effective management control, information and documentation systems; analyze and prioritize District's facility needs; provide facilities capacity and cost projections and analyses for both short- and long- range planning requirements; interpret and successfully apply a variety of federal and state laws, regulations and guidelines as they relate to public school buildings and facilities; develop conceptual and detailed construction estimates including material and labor costs as well as construction and overall project schedules; analyze complex and varied data/information from a variety of sources, to develop practical and applicable project solutions and successfully implement those solutions; communicate effectively in both oral and written forms; supervise, motivate and evaluate the work of assigned District personnel and outside consultants/contractors; plan, manage and prioritize a wide variety of functions within a given timeframe; prepare a variety of reports, analyses and presentations including highly complex, technical and analytical writings; establish and maintain effective work relationships with those contacted in the performance of required duties.

ESSENTIAL FUNCTIONS:
  • Directs architectural and engineering services including technical review and analysis, emergency response, design, construction observation, materials testing and inspection, and public agency submittals and approvals.
  • Directs, reviews, and participates in the development of District design and construction standards and practices.
  • Confers with various stakeholders regarding architectural and engineering planning, department policies, issues, energy conservation, retrofit projects, and savings generated.
  • Directs the development of scopes of work, design, and construction documents for contract work.
  • Directs the development of selection procedures and standards for the administration of Architectural and Engineering (A/E) contracts.
  • Provide status reports and formal updates on all administered design service projects.
  • Responds, meets with, and/or confers with a variety of stakeholders and representatives regarding architecture and engineering plans and activities, legislative changes, and matters related to reporting units.
  • Provides direction to design professionals in response to civil emergencies, such as fire, floods, and earthquakes.
  • Plans, directs, reviews, and may participate in training for staff and others.
  • Assists in the planning and administration of budgets.
  • May serve as the Architect of Record for all District-designed projects requiring Division of the State Architect (DSA) approval.
  • Assists with the preparation of the District Facilities Master Plan.
  • Utilizes project management systems, practices, methods, and techniques to evaluate progress relative to plans.
  • Assures compliance with all Federal, State and local agencies, including but not limited to, the Division of State Architect, California Department of Education, Department of Toxic Substance and Office of Public School Construction requirements and regulations.
  • Develops and maintains inventory of all square footage of permanent and portable buildings including their ownership status for District and state reports.
  • Maintains accurate knowledge of legislation related to school facilities and growth accommodations
  • Assists in the planning of school sites, new construction, additions, alterations and improvements to existing structures, placement of portable facilities including moving and demolition of buildings and other matters related to school facilities.
  • Manages and ensures the District's library of sites, buildings and miscellaneous facilities are maintained and accurate for all District personnel to utilize.
  • Develops, implements and maintains effective work methods and procedures, organization, personnel utilization and management control, information and documentation systems for areas of responsibility
  • Reviews architectural plans for conformance to building requirements, acceptability of building design and materials, economy of maintenance and operation and adaptability to future growth.
  • Performs a variety of contract administration activities including review and verification of documents for completeness, research and analysis of special requirements, zoning plans, etc.
  • Participates in the development and management of the facilities program budget as related to approved general and special purpose funds
  • Performs other duties related to the above in scope and function as required.

A CRIMINAL HISTORY CHECK AND PRE-EMPLOYMENT MEDICAL ASSESSMENT WILL BE REQUIRED OF THE SUCCESSFUL CANDIDATE PRIOR TO EMPLOYMENT.

EDUCATION/EXPERIENCE: Any combination equivalent to sufficient experience, training and/or education to demonstrate the knowledge and abilities listed above. Bachelor's Degree in Architecture, Construction Engineering or Engineering is preferred. An active Architectural License in California is desirable.

DUTIES OF POSITION: Under the direction of the Facilities Director IV, the Director of Architectural Services and Design plans, organizes, directs, and supports the design and pre-construction activities for new school construction and modernization projects and repair of existing facilities

STARTING SALARY: $10,638.90 (monthly)

NUMBER OF MONTHS: 12 (to begin as soon as possible)

NUMBER OF HOURS: 8 (daily working hours 7:30 a.m. to 4:30 p.m.)
