Description

Work will be performed under the general supervision of the Director in the Office of Capital Improvements. Sr Project Manager will perform oversight and management of Project Managers and Project Coordinators to deliver a wide range of multiple large, complex civil, utility and facility projects. SPM will oversee projects through their lifecycle which may include qualifications-based selection, public engagement, land acquisition, design, construction, and close-out, and serve as designated subject matter expert. SPM will research and oversee adherence to all reporting and documentation requirements including but not limited to data and minority participation on construction projects through HUBSCO; data compilation and regulatory reports based upon Local, State and Federal Grant requirements. SPM will establish goals and objectives for OCI Projects Team to keep projects aligned with the County's strategic objectives.
Examples of Duties

The duties listed below are not all of the duties that may be assigned but are those that are considered as essential for an employee to perform.
  • Responsible for oversight of OCI Project Managers (PMs) and Coordinators (PCs); Serve as back-up for Project Manager responsibilities based upon workload
    needs. Create and track Project Manager performance metrics; Delegate projects and tasks to the PM best positioned to successfully complete the work; Perform quality control on projects throughout development to maintain the standards expected.
  • Prepare professional services and construction contracts; Review, verify and make recommendations concerning professional service and construction contracts; Facilitate Qualifications Based Selections, tabulate contract bids, contract payments and related matters; Assure adherence of all professional service and construction contracts to County Purchasing Policies and Procedures, County Uniform Guidance Policies and Procedures. Monitors the maintenance and record keeping on all OCI professional service and construction contracts. Collaborate with the County Attorney's office to write Memorandums of Understanding, Lease Agreements, and Interlocal Agreements.
  • Prepare and maintain RFPs, bid information, construction contracts and bid packages for facility maintenance, construction, capital or renovation projects; announce bid opportunities, schedule and facilitate pre-bid meetings, coordinate with design consultant to issue addenda and RFI's; Conduct bid openings, tabulate bids for certification, review and verify all contract documents for award including COIs, State of NC Minority Business forms, Davis Bacon Act forms. Prepare and submit Board Action items as necessary. Conduct Pre- construction conference, and issue Notice to Proceed.
  • Oversee all phases of complex capital and facility improvement projects including stakeholder engagement, space planning, planning, budget estimating, design, and construction inspection and oversight. Monitor project budget and expenditures and review monthly invoices, pay applications, change orders, and amendments for accuracy and submit for payment; submit reimbursement requests to grant agencies as necessary; review and update project schedules and monitor progress to ensure milestones are achieved; identify and communicate risks to project stakeholders and facilitate mitigation plan. Adjust schedules and targets on the project as needs or financing for the project changes.
  • Perform plan review of work prepared by licensed landscape architects, architects, and engineers for projects including but not limited to building renovations, ADA improvements, building upfits and expansions, greenways, sidewalks, water and sewer utilities, and parking lot improvements to ensure compliance with standards and ordinances; Coordinate and track plan reviews with internal MEP subject experts and other stakeholders as necessary; Oversee permitting for all projects including but not limited to erosion control, FERC, building and zoning, and environmental. Oversee right-of-way acquisition on linear projects funded with local, state, and or federal funds. Follow Uniform Relocation Act as necessary.
  • Assist Director with development of individual Capital Improvement Plan (CIP) project descriptions and cost estimates; Assist in the development and oversight of the OCI budget.
  • Monitor and maintain an ongoing report of the status of all OCI projects; Prepare and conduct briefings and presentations on projects to County Leadership, community groups and other applicable boards.
  • Provide staff support and technical assistance to a variety of boards, committees and commissions. Oversee OCI in the absence of OCI Director.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor's degree in Architecture, Engineering, Environmental Engineering or Construction Management and considerable experience in project management and professional services and construction contract administration, or an equivalent combination of education and experience.

EI, PE, PMI certification or MPA preferred.

Minimum experience of at least 10 years in the management of municipal operations or local government engineering/project management preferred.
Additional Information

Applicants with less than 5 years of applicable experience will start at 25% of the salary range.

The applicant selected must undergo and pass a drug screening test prior to employment.
