POSITION SUMMARY

The Geographic Information Systems (GIS) Director is responsible overseeing the administration, maintenance and operation of the SSMC GIS Division. The Director is responsible for supervising staff the GIS Division, and providing expertise for GIS related projects.

ESSENTIAL FUNCTIONS
  • Acts as first line supervisor for designated staff within a department, including interviewing and selecting job applicants, training, overseeing work, and establishing and evaluating appropriate performance standards in accordance with the department's and company's objectives.
  • Promotes GIS deployment and use within the company.
  • Develops and implements company-wide and departmental GIS functions, services, policies, and the company's strategies. Implements standards and procedures for GIS database and base map maintenance and administration.
  • Coordinates GIS efforts for all local government units clients; and maintains liaisons with relevant regional, state, and national GIS activities, serving as Company's GIS representative.
  • Performs studies of various company operations to define problems and determine methods to develop GIS applications to facilitate ease of use, including the customizing of desktop applications.
  • Facilitates the development of the Company's GIS Strategic Plan.
  • Identifies and reports potential financial overruns and variances at an early stage. Prepares statistical summaries and reports related to Division operations, activities, and expenditures.
  • Provides structured GIS training and technical assistance to staff.
  • May perform the work of other GIS staff as required.
  • Carry out other duties as assigned by management.

EDUCATION / EXPERIENCE
  • Bachelor's Degree in GIS, geography, computer science, engineering, cartography, or related field.
  • Two to four years of experience in the management of professional service projects; and prefer exposure to personnel management and project planning.


SKILLS & ATTRIBUTES
  • Work involves the development of new guidelines and techniques, establishing criteria or developing new information where guidelines may not exist for all situations and considerable independent judgment, personal discretion, and resourcefulness are needed to interpret circumstances, and to make decisions in major areas where there may be uncertainty in approach, methodology, and interpretation.
  • Proficiency in English grammar, spelling, punctuation, and simple mathematical functions such as addition, subtraction, multiplication, division, percentages, ratios, etc.
  • Extensive knowledge of Geographic Information Systems, including programming procedures and techniques.
  • Extensive knowledge of the principles, methods, and techniques of map creation, land descriptions, parcel numbers, and related concepts.
  • Knowledge of the principles, methods, and techniques of GIS data collection and database development as applied to land, buildings, and infrastructure.
  • Knowledge of current state and local laws governing GIS applications, real estate, and tax assessments in county government.
  • Knowledge and ability to use a personal computer to prepare maps, enter and maintain data, create maps and reports, and search for and compile data.
  • Interpersonal skills necessary to work, develop and maintain effective and appropriate relationships with clients, coworkers, and representatives of other agencies.
  • Knowledge of basic supervisory and employee management principles.
  • Works with integrity and ethically; supports organization's culture, goals, and values.


PHYSICAL REQUIREMENTS

Requires a valid driver's license and must maintain eligibility to drive as per the Company Vehicle policy.

May occasionally lift and/or move up to 10 pounds

Regularly required to sit, talk, or listen.
