MDS, a world leader in designing and constructing gas turbine engine test equipment and facilities, has a requirement for a Proposal Manager position in Ottawa, ON.

As Proposal Manager, you will be a key part of the Business Development team and you'll be driving the development and submission of proposal documentation & estimates to our customers. You'll work closely with our clients to translate their requirements and help them shape their vision.

You'll coordinate the overall proposal generation effort by working with the Business Development and Engineering Teams to develop conceptual solutions for our clients. Being a quick learner will be an asset as to be effective in the role, you'll be expected to develop a solid overview of the complete MDS catalogue of products, services and capabilities along with a good understanding of the commercial aspects associated with MDS contracts.

What you'll be doing:

Management, preparation, and issue of MDS technical and commercial proposals and other technical documentation including:
  • Overseeing and coordinating the preparation of proposals and estimates for small customer support projects.
  • Reviewing and understanding customer requirements, including competitive process details such as required documents, timelines, and submission procedures.
  • Collaborating with internal Engineering resources to devise technical concepts and solutions tailored to meet specific customer needs, with a detailed understanding of requested scope and proposed MDS solutions.
  • Managing engineering resources to support concept and solution development, as well as managing timelines and costs during proposal preparation.
  • Compiling proposal documentation packages, including technical and commercial proposals, preliminary project schedules, MDS conceptual drawings, and supporting annexes as necessary.
  • Ensuring consistency between technical and commercial proposal documentation.
  • Preparing RFQs for third-party suppliers.
  • Estimating and evaluating the technical and commercial aspects of supplier quotations.
  • Estimating proposal-specific taxation and duties requirements.
  • Coordinating engineering groups for proposal input and review.
  • Coordinating subcontracted proposal materials, such as printed documents and scaled models.
  • Ensuring timely delivery of proposals to customers through logistical coordination.
  • Preparing and coordinating technical presentation materials for customer review meetings, as required.
  • Establishing and maintaining a database of current, accurate technical write-ups for MDS products and services.
  • Engaging with customers, including requesting technical information and presenting proposals or products.
  • Participating in reviewing contractual terms and negotiations with MDS Business Development personnel and Executives.
  • Upon contract award, facilitating the handover of proposals to the Operations team and participating in project cycle reviews to ensure proper conveyance of the BD value proposition to the execution team.
  • Participating in Phase 1 Engineering Concept Development Projects when necessary.

What'll help your success?
  • 5+ years' experience in design engineering or project engineering or project management;
  • Advanced level use in MS Project, MS Excel, MS Word;
  • Ability to read and interpret customer RFQ bid packages;
  • Willing and able to travel internationally as required;
  • Subject matter expertise in fluids, instrumentation or controls shall be considered a definite asset;
  • A university degree in Engineering and/or Business is a valued asset;
