General Description

The Manager of Strategic Planning and Quality Improvement works with the LCHD leadership and staff to plan, organize, direct, and lead the personnel and work process of the quality management system (QMS) and Strategic Plan. Scope of responsibility encompasses supporting all programming of the organization. The Manager has a detailed understanding of and can skillfully use the techniques of system design, reengineering, project management, quality improvement, output/outcomes measurement and statistical analysis. This role works across all levels of the organization to ensure LCHD/CHC strategic plan deliverables are met and fosters a culture of quality improvement.

Scheduled Hours: 40 hours a week
  • This position is hybrid; required to report on-site and work remotely.

Essential Functions

  • Supports the successful implementation of the strategic plan objectives that achieve high impact and significant improvements in organizational performance. Including the development of and maintenance of the Quality Management System.
  • Serves as liaison to external partners such as Live Well Lake County and other County departments to assure alignment of strategic planning activities.
  • Responsible for the facilitation and development of the Agency's Community Health Assessment, Community Health Improvement Plan and IPLAN.
  • Systematically applies and teaches the science and theory of quality improvement, project management and culture change to achieve results.
  • Supervises employees who lead or facilitate quality improvement and strategic planning activities, performs project management, data analysis and measurement of outcomes. Documents and reports the results and accomplishments of quality improvement and strategic initiatives.
  • Has input and impact on budgeting, controlling costs, planning, scheduling, and procedural change to achieve and maintain efficient, cost-effective programming.
  • Oversees and monitors the development and implementation of the quality management system (QMS) and Strategic Plan.
  • Performs duties under minimal supervision with accountability for specific goals/objectives. Works with the executive team and staff to develop key performance indicators for quality, service, and efficiency.
  • Provides leadership for implementing system improvement and measures and evaluates results.
  • Assures that improvement and strategic activities are documented and reported within the organization and externally as appropriate.
  • Demonstrates strong problem solving, leadership, conflict management and team building skills in order to ensure a productive work environment and achievement of objectives.
  • Works cross functionally to achieve organizational goals by motivating and supporting all agency programming.
  • Identifies opportunities where the LCHD/CHC Strategic Plan and CHIP align to assist senior leadership on where to focus LCHD/CHC interventions and programming.
  • Leverages data to tell compelling and inspiring stories resulting in improved strategic decisions.
  • Ensures the voices of LCHD stakeholders, community partners, and Lake County residents are represented equitably in the planning and implementation of the Strategic Plan and CHIP.
  • Takes an active role in the implementation of the LCHD/CHC strategic plan and Lake County CHIP through continuous quality improvement, milestone reporting, workgroup coordination, progress update collection, initiative management, and data monitoring.
  • Creates and delivers engaging presentations, reports, and other materials on the strategic plans, progress towards goals, and results of initiatives to internal teams, community partners, governing bodies, and Lake County residents.
  • All other relevant duties as assigned.

Knowledge Skills Abilities and Education Required

  • Bachelor's degree in related field.
  • Experience leading quality improvement initiatives, preferably in a public health or healthcare environment.
