Position Overview:
The Chief Human Resources Officer is responsible for developing the vision, mission, goals and objectives for human resources in collaboration with other district leaders to ensure that New Trier High School recruits, maintains, and develops a high quality workforce that can manage ongoing change successfully while meeting the diverse needs of students. Under limited supervision, performs a variety of supervisory and administrative tasks in directing and carrying out New Trier policies and procedures including a wide variety of human resources programs and activities. The Chief Human Resource Officer is a key leader in cultivating and sustaining an organizational culture that supports and enables employees to perform at high levels in accordance with the District's goals and priorities.
Qualifications:Master's degree in Education, Human Resources, or related field Illinois Professional Educator License (PEL) with General Administrative or Principal endorsement and Illinois Qualified Evaluator certification Experience in school administration and leadership, preferably in school human resources or as a high school building administrator Demonstrated written and verbal communication skills, as well as speaking and presentation skills Exemplifies characteristics and dispositions as expressed in New Trier Candidate Profile pHCLE, SHRM or HRCI Certification preferred

- Thorough knowledge of the principles, procedures, and practices of public personnel administration
- Thorough knowledge of federal, state, and local laws, rules, and regulations governing personnel administration
- Ability to learn and adapt to New Trier High School's organizational and operational policies and procedures
- Thorough knowledge of ethical guidelines applicable to the position as outlined by professional standards, and/or federal, state and local laws, rules and regulations

Responsibilities:
Leadership:
- Works closely with the senior leadership team and stakeholders to develop a shared vision with long-term big-picture perspectives on district goals to plan for meaningful and effective hiring and retention of staff which will help meet the district's goals
- Creates and executes a plan for human resource and organizational development in alignment with New Trier's mission, Strategic Plan, and district goals. Organizational development includes but is not limited to identifying current and future needs of the organization and aligning various processes and procedures such as recruitment, selection, orientation, on-boarding, career development and pathways, professional development, evaluation, and retention/recognition strategies
- Develops strong relationships and communication with leaders of employee associations
- Directs the planning, development, coordination, and evaluation of operations of the Human Resources Department including establishing department goals and objectives
- Co-chairs the Joint Committee on Teacher Evaluation
- Leads the the Board Policy and Administrative Procedures revision process
- Co-chairs the Culture and Climate Committee
- Serves as a member of the Calendar Committee
- Serves as a member of the Professional Development Council
- Chairs the Support Staff Professional Development Committee
- Serves as the District's Title IX Coordinator and Complaint Manager
District Staffing:
- In collaboration with the Assistant Superintendent for Curriculum and Instruction, oversees and works closely with the department chairs, department coordinators, and administrators to develop the annual faculty staffing plan
- Collaborates with the Administrative Team in the allocation, selection, assignment, induction, development, and performance review of personnel
- Leads district recruitment efforts, effectively communicating the benefits of joining the District using online tools, job fairs, and by establishing relationships with universities and professional organizations
- Coordinates and participates in interviews and provides input on hiring decisions.
- Evaluates assigned faculty members as designated by the Assistant Superintendent of Curriculum and Instruction and works closely with teachers' primary supervisors in producing the summative evaluation and rating
Employee Evaluation Process:
- Directs the administration of the school system's performance evaluation programs for all employees, including seniority lists, assignments, and management of PERA and Senate Bill 7
- Coordinates the training/retraining of all leaders' qualified evaluator status.
- Provides guidance to supervisors and monitors compliance with the evaluation process
- Oversees the compilation of the Honorable Dismissal list and other seniority lists.
- Conducts supervision and evaluation of administrators, faculty, and staff as needed
- Ensures that all licenses and endorsements are current and entered into the District's software system.
Employee Benefits:
- Effectively communicates benefits information to new and current staff, allowing them to make informed choices about their benefits
- Serves as an advocate and mediator between staff and benefit vendors
- Serves as the District's liaison to the Employee Assistance Program
- Monitors benefit programs and recommends changes and additions to the programs offered.
Employee Relations:
- Directs the investigation, analysis, and decision making process regarding personnel problems and/or other related policy issues
- Implements employee discipline and termination, following contractual and legal guidelines
- Works with supervisors on difficult or sensitive personnel matters including remediation plans, evaluations, accommodation plans, and discipline
- Oversees the management of employee absences -Directs the administration of leaves of absence (FMLA, parental leave, sabbatical, etc.) and accommodation requests under the American with Disabilities Act in compliance with Federal and State requirements and Board of Education policies
- Meets with staff for retirement discussions or personnel issues
- Serves on the District's AACG Committee to collaborate with the faculty association on topics related to faculty members
- Addresses grievance issues with employees and association representatives
- Administers and interprets provisions of association agreements, Board of Education Policy and the School Code as they apply to personnel
- Oversees the Exceptional Recognition Program for the education support professionals
Substitute and Temporary Staffing:
- Provides overall oversight to the substitute and temporary staffing program, including the recruitment, selection, onboarding, scheduling, and compensation of these employees
- Serves as liaison between substitute teachers, department leaders and teachers
- Ensures Red Rover Substitute Management provides expected information and services to substitutes and teachers
Other Responsibilities of the Human Resources Department:
- Oversees the onboarding of new employees and maintenance of electronic employee records
- Oversees the placement of student teachers, interns, and practicum experiences in the District
- Oversees mandated compliance training requirements and staff participation
- Assists in selection and coordination of contracted service providers.
- Coordinates the creation of work calendars for all unions and classifications of employees
- Oversees the District's tuition reimbursement programs
- Recommends and researches new processes and systems automation for the Human Resources Department
- Oversees job description maintenance, licensure requirements, and conducts position reviews
- Oversees processes related to employee onboarding and termination to ensure compliance with procedures, policies, contracts and law
- Oversees State and District reporting requirements related to personnel
- Oversees development of the Personnel Report to the Board of Education regarding proposed employment actions
District Responsibilities:
- Co-chairs faculty, education support professional and physical plant services contract negotiations
- Collaborates with other administrators on reviews and updates to Board policies and administrative procedures
- Represents the District at unemployment hearings
- Participates in District committees as appropriate
- Attends all administrative and Board of Education meetings
- Serves as the district liaison to the district child care center (Bright Horizons).
Other:
- Assumes responsibility for their own professional growth and development through membership and participation in professional organizations, attendance at regional, state and nation meetings, and enrollment in advanced coursework
