Key Requirements
ELSCU's (Executive Liaison, Strategy, and Communications Unit) mission is to communicate the Office of Private Sector's (OPS) priorities, as well as support OPS's strategic initiatives. ELSCU provides FBI leadership with guidance on private sector messaging, and opportunities to communicate their top threat priorities to the private sector's C-suite level executives. ELSCU is also responsible for the oversight and management of OPS' operational functions, to include contracts, service agreements, fiscal year (FY) budget planning/execution, inventory, and other administrative matters across the division.
The OPS Operations Lead is part of ELSCU, one of three units within OPS, and reports to the ELSCU Unit Chief. The selectee will be expected to identify/direct daily work efforts with a high level of autonomy, with an emphasis on strategic problem solving, cross-division collaboration, and business acumen.

Major Duties
- Oversee the division's fiscal year operational budget, in coordination with the Intelligence Resource Unit (IRU) in the Intelligence Branch. Ensure budget matters are handled in a timely and efficient manner; seek guidance from IRU's budget team on expenditure matters, and accurately address inquiries from the IRU team on behalf of OPS.
- Serve as the Contracting Officer Representative (COR) for OPS. Consult regularly with and seek guidance from appropriate Contracting Specialists in the Finance and Facilities Division related to OPS contract matters. Assess the current and future needs in OPS for contract services, in coordination with the three Unit Chiefs and work with the appropriate Contracting Officers to ensure those needs are addressed.
- Develop and maintain strong working relationships with CORs representing other divisions who are managing service agreements on behalf of OPS. Ensure the effective execution of these service agreements, through the provision of timely and accurate information to the respective CORs.
- Oversee the allocation of OPS-owned inventory, ensure appropriate inventory levels are maintained to meet current and projected needs across the division, and manage the twice-yearly inventory compliance process.
- Oversee administrative matters related to daily operations within OPS, to include but not limited to BuNet/UNet access, building access, office supplies, GPC requests, facilities matters, employee/contractor onboarding and offboarding, etc.; assist in program management duties in support of ELSCU initiatives and priorities, as needed.
- Establish and streamline core processes in support of efficient and cost-effective operations across the key areas of responsibility - division contracts, service agreements, budget, and inventory; prepare reports, as needed, to ensure OPS management is appropriately briefed on these matters.
- Support ELSCU's mission of facilitating strategic, impactful and ongoing engagement with the private sector by collaborating with FBIHQ operational and field offices and helping to coordinate and plan events.

- Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.
