PURPOSE OF THE POSITION: Senior Benefits Manager will support the design, implementation, communication; administration and compliance of Rockford Public School District's benefit programs. This includes managing and enhancing the Human Resource Department's mission and objectives, through overseeing the coordination of benefits plans, leave of absences and the evaluation of benefit programs. This position will provide thought leadership and assure compliance with all state and federal benefit laws, policies, and procedures. This position will report to the Director of Human Resources.
SUPERVISORY RESPONSIBILITIES: Benefit Manager and HR Specialist

Oversee the administration of all benefit plan enrollments, review and provide guidance for all employee inquiries Oversee the accurate and timely processing and of data for benefit enrollments, changes and termination information in the HRIS and vendor systems Oversee the administration of all plan vendors, works closely with third party administrators to expedite and facilitate proper and complete utilization of benefits for all eligible employees Apply functional knowledge to ensure compliance with DOL, COBRA, ACA, HIPAA, FMLA, ADA and any other applicable Federal, State, and local legal requirements by studying existing and new legislation; obtaining qualified opinions; enforcing adherence to requirements, advising management on needed actions Provide management support and assistance with the development and coordination of the annual health fair, new employee orientation, annual open enrollment and distribution of correspondence and updates pertaining to benefits to all employees. Ensure guaranteed issuance and evidence of insurability requirements and procedures are implemented and followed in a timely manner and in accordance with Benefit Plan contracts/policies. Review and assess efficiency of internal/external policies and processes, develop and update procedures and guidelines, and provide recommendations as required to maintain compliance with laws and in accordance with Benefit Plan rules Evaluate and recommend updates to Plan Documents and Summary Plan Descriptions, benefit summaries, contracts, new hire orientation and open enrollment materials, and ongoing marketing/educational materials, develop and maintain a structure for reflecting the scope, terms and cost (including renewal data) of each. Ensure District is competitive in the marketplace by analyzing current benefits compared to trends, recommends benefits programs to management by studying employee requirements and trends and developments in benefits offered by other organizations Manage the organization's retirement plan including ongoing compliance, testing, and plan review Manage and oversee the leave of absence program Manage and oversee the workers compensation program ensuring compliance with state and federal law, and with District policy, to include working with TPA on resolution of claims activities, monitor litigated cases, and facilitate return to work and modified duty programs. Provide recommendations and technical expertise in the development, design and implementation of technology programs and workflow for the benefits department. Review and stay informed of current developments, literature and technical source information related to job responsibilities. Maintain benefit staff job results by coaching, counseling, and disciplining employees; plan, monitor, and appraise job results, contribute to team effort by accomplishing related results as needed Prepare special reports by collecting, analyzing, and summarizing information and trends Ensure that all actions are in concert with the Board policies as well as the mission statement, beliefs, objectives and parameters found in the Board's strategic plan. Carry out such additional duties as required or as conditions necessitate
NON- ESSENTIAL DUTIES AND RESPONSIBILITIES:
Fills in for other department staff when appropriate. Provides supplemental/discretionary reports, data and materials. Participates in job training and professional growth opportunities in order to enhance ability to perform the essential functions of the job. Performs other related duties as assigned for the purpose of ensuring an efficient and effective work environment.
MINIMUM QUALIFICATIONS:
Bachelor's Degree required, preferably in Human Resources, Finance or Business. Five plus years demonstrated successful work experience in Benefits
KNOWLEDGE, SKILLS AND ABILITIES:
Understands a Total Rewards philosophy. Ability to develop beyond Benefits in other areas within Total Rewards. Strong communication and presentation skills. The ability to use diplomacy in working with multiple levels of the organization. Positive, team player and highly service oriented. Able to work in a fast-paced environment. Detail-oriented and proficient in Microsoft Office products. Experience with Kronos and Business Plus is a plus. Proven ability to handle employee issues with complete confidentiality and discretion. Excellent verbal and written communication skills.
LENGTH OF WORK: 12 month
WORKING CONDITIONS:
Extended periods of work seated at a desk, repetitive hand motions; prolonged use of computer. Moderate in-district travel as well as intermittent in-state and out-of-state travel. Intermittent prolonged and irregular hours of work.
PERFORMANCE STANDARDS:
Demonstrate continuous improvement in the effectiveness of benefit administration. Perform duties confidentially, accurately, efficiently, and expediently as measured by the head of Human Resources and based on District employee input.
