The Environmental & Social (E&S) Policy and Risk Department (CES) delivers four functions:
Policy and Standards: Maintains and updates IFC's sustainability policies, standards, and procedures as a world-class resource for IFC clients and external networks.
Risk Management: Ensures IFC has appropriate systems, procedures, and capacity to deliver on E&S risk management. Adds value to the management of E&S risks, reviewing the E&S aspects and classification of all projects at origination and providing oversight, guidance, and support for high-risk projects in the pipeline and for high-risk and non-performing projects in IFC's investment portfolio.
Stakeholder Grievance Response: Facilitates and improves IFC's ability to resolve stakeholder complaints quickly and effectively and address both CAO and non-CAO complaints.
Knowledge, Learning, and Systems: Fosters the E&S community of practice and transforms lessons learned into guidance, E&S risk management tools and systems, learning, accreditation of E&S staff, and knowledge products that enhance IFC's E&S performance.
CES collaborates closely with IFC's investment departments and ESG professionals housed in Operations. IFC is unique among development finance institutions in having this cadre of in-house environment and social experts. More details can be found at www.ifc.org/sustainability.
CES Global Support Unit (CESES) is a crosscutting unit in the department and provides technical expertise and cross functional support in four main workstreams:
Leading the processing and supervision of global / world region transactions.
Providing specialist support to regional environmental and social teams and risk officers on select themes, including labor, supply chain, and gender issues.
Providing guidance and support to project E&S teams in the assessment and management of climate E&S risks and for relevant Paris Alignment (PA) documentation.
Providing quality assurance support, including portfolio supervision planning, portfolio performance monitoring, and supporting the development, management and implementation of relevant IFC systems and related tools, procedures, databases, and training.
The Performance Standards require IFC clients to identify and mitigate community health and safety risks and impacts, and specifically life and fire safety risks.
The E&S Policy and Risk Department (CES) of IFC requires the services of a senior, dynamic, motivated, and detail-oriented professional to provide technical support to project teams and review on project issues related to Life and Fire Safety (L&FS). These projects will mainly consist of investments in hotels, hospitals, educational buildings, transportation facilities, and other projects where IFC invests in the construction of buildings with access to the public with fire safety risk and might include review of client's emergency response and preparation plans. The consultant will report to Chief E&S Specialist in CESES.
Duties and Accountabilities:
The consultant will provide L&FS advice and support to IFC's project E&S specialists and teams and to CES Risk Officers, as needed, and will review findings of appraisals (ESDD), and supervision activities of projects across regions and sectors, including, but not limited to, Manufacturing, Health, Education and Life Sciences (H&E), Tourism, Transportation, Retail, Construction, and Real Estates (TRP) sectors, and in particular on those projects where the general public may be involved / exposed to hazards.
The consultant will support with the review of clients' compliance with IFC's environmental, social, health and safety at-approval requirements, specifically with the Performance Standards and the related sector Guidelines and GIIP. More specifically, the consultant will support review of clients' compliance with IFC's public health and safety requirements, specifically with regards to those related to Life and Fire Safety of building structures described in IFC's Life and Fire Safety (L&FS) Guidelines, as well as with general PS compliance issues - with emphasis on PS1 (emergency preparedness and response), PS2 (OHS), PS3 (emission and pollution prevention), and PS4 (community safety, infrastructure and equipment design and safety, and emergency preparedness and response). As needed, the consultant will also support with the E&S review of global investment and advisory projects.
Key duties and accountabilities include, but are not limited to, the following tasks:
Provide guidance on whether the L&FS experts hired by the client are suitably qualified as required by IFC's Performance Standard 4 (PS4) and the L&FS Guidelines.
Provide guidance on whether local L&FS building codes (local fire department regulations, local legal/insurance requirements, etc.) are consistent with the National Fire Protection Association (NFPA) code of the United States or other an internationally accepted L&FS standard.
Provide guidance on whether the L&FS Master Plan prepared by IFC's client, identifying major fire risks, applicable codes, standards and regulations, and mitigation measures, is sufficiently detailed to evaluate compliance against IFC's requirements.
Provide guidance on whether the level of analysis and certification of the local consultant at the project completion test and commissioning carried out in accordance with the accepted design reflects the standard of care expected for experienced professionals in this matter.
Provide guidance on whether the findings and recommendations of the review done by the client's local consultant are sufficiently robust to be used as the basis for establishing project completion or the contents of a Pre-completion Correction Action Plan.
Support the team with the assessment of the applicability and compliance of other fire codes with IFC requirements.
Support IFC's teams in implementing the E&S risk management program including:
- Screening projects for L&FS risks
- Gathering and analyzing available information
- Supporting the project lead E&S specialist in the identification and proposition of appropriate mitigation measures for identified L&FS risks and impacts
- Producing high-quality work products that clearly and logically frame L&FS risk and relevant mitigation
- Reviewing E&S risks and issues for global investment and advisory projects.
Support project teams to track and report on portfolio client performance regarding L&FS management.
Support in developing and rolling out L&FS risk guidance and evaluation tools within the CES department.
Contribute to the design and delivery of learning programs and guidance material on L&FS risk and management to E&S specialists in CES and in the E&S regional teams. This may include gathering information from external sources on best practices, evolving trends and challenges, and emerging players that can be used to create new knowledge and learning products.
Consolidate and analyze lessons learned during project implementation.
Selection Criteria
A Master's degree relevant to the position, including environmental, health and safety engineering or science, fire protection engineering or other relevant engineering fields.
A minimum of 12 years of relevant professional experience relevant to the assessment and management of L&FS risks in a financial institution, consultancy, industrial, or commercial role.
Work experience on IFC's Sustainability Framework and supporting documents a plus.
Strong research and analytical skills, ability to think strategically, analyze and synthesize diverse related data and information. Attention to detail a must.
Strong organizational skills, with ability to prioritize and deal with frequent and unexpected and work within tight timeframes.
Ability to communicate ideas clearly and confidently, articulate issues and recommend solutions.
Ability to communicate effectively in spoken and written English is essential.
Good team player with strong interpersonal skills, including the ability to work as a member of a multi-disciplinary and multi-cultural team, work effectively in and influence a team, and network effectively across boundaries.
Ability to travel to and work effectively in IFC client countries is essential.
Familiarity with IFC/World Bank operations, procedures, and culture will be advantageous.
