PAR has been providing comprehensive behavioral health treatment in west Florida since 1970 through advocacy, education, clinical services, and research.

JOB DESCRIPTION:

This is a senior executive role responsible for leading and strategically managing all Human Resources functions across three distinct non-profit organizations: Operation PAR, Boley Centers, and Eleos. The Chief People Officer will provide oversight and direction in staff development, recruitment, retention, employee benefits, compensation programs, policy development, and compliance with labor laws. The position provides strategic leadership in developing and executing human resources strategies that align with the overall business objectives and the organization's mission.

The Chief People Officer ensures the continuous development and implementation of talent management initiatives, fosters an inclusive workplace culture, and drives organizational success through effective HR leadership. This role emphasizes collaboration across all levels of the organization, maintaining operational compliance, managing compliance, legal, operational, and reputational risks, while promoting a culture of continuous improvement. The position is also responsible for measuring the effectiveness of HR programs and ensuring consistent and fair application of personnel policies, and fostering a culture of respect, collaboration, and equal opportunity for all employees. This leadership role ensures HR remains a proactive, innovative, and accountable function that supports the long-term growth and sustainability of the organization.

This is a hybrid position requiring physical presence at multiple sites within the three organizations.

RESPONSIBLE TO: Chief Executive Officers (Operation PAR, Boley Centers, Eleos)

RESPONSIBLE FOR:
  • Overseeing and leading the Human Resources and Staff Development teams across all three organizations, ensuring the effective performance, development, and engagement of personnel.
  • Providing strategic guidance and consultation to staff and management at all levels, supporting organizational goals, and fostering a collaborative and productive work environment.
  • Serving as the primary liaison with labor counsel and government agencies to ensure compliance with legal and regulatory requirements while mitigating organizational risk.
  • Developing and implementing HR policies and practices that are aligned and consistent across all three organizations wherever possible.
  • Provide overall leadership and guidance to the HR function by overseeing talent acquisition, career development, succession planning, retention, training, leadership development, compensation and benefits.


KNOWLEDGE, SKILLS AND ABILITIES:
  • In depth knowledge of Human Resource regulatory requirements and labor laws
  • Expertise in employee benefits and administration, compensation programs, and employee relations practices
  • Familiarity with HRIS systems, data analytics, and/or people management software
  • Ability to effectively represent the agencies internally and externally
  • Strong mentoring and coaching skills for senior management
  • Proven ability to teach and instill fair management practices at all levels of management
  • Proficiency in resolving personnel issues and problems efficiently and professionally
  • Ability to use applicable computer software (i.e. Excel, Word, etc.)
  • Strong organizational and management skills
  • Ability to establish positive working relationships and effectively delegate duties

EDUCATION AND EXPERIENCE:
  • Master's degree in Human Resource Management, Personnel Management, Business Administration, or a related field is required.
  • SHRM-SCP, SPHR, or equivalent certification is required.
  • A minimum of ten years of experience in direct or indirect supervision of the Human Resource function, including experience in multi-site HR management and managing a workforce of over 750 employees.
  • Experience in the non-profit sector, preferably in healthcare or behavioral health.

(A comparable amount of training, education or experience may be substituted for the above minimum qualifications.)

SPECIAL REQUIREMENTS:
  • Valid driver's license
  • Must pass level II background and drug screen

  • Proven ability to speak effectively in public settings and represent the organization at an executive level
  • Ability to move throughout the program facilities
  • Ability to access filing cabinets for filing and retrieval of data
  • Ability to sit at a desk and operate a computer keyboard

  • Ability to operate a motor vehicle and visit filed locations
