Position Overview

TULK is seeking an Expert-Level Chief Architect to lead the development of the Allied Systems Enterprise Architecture for the National Geospatial-Intelligence Agency (NGA) on behalf of allied nations. This role focuses on logical segment engineering and designing interoperable architectures that enable seamless collaboration across the FVEY alliance and international GEOINT partners. As a key position, the Chief Architect will ensure the alignment of NGA, NSG, and ASG architectures with global frameworks such as JARM (Joint Architecture Reference Models) and FEA (Federal Enterprise Architecture) to support strategic mission goals.

Key Responsibilities
  • Allied Systems Enterprise Architecture Development:
    Lead the creation and maintenance of a logical, segment-based enterprise architecture that supports international GEOINT partnerships, emphasizing interoperability across FVEY partners and broader global alliances.
  • Strategic Roadmaps:
    Develop and implement technical roadmaps to align NGA systems with international frameworks, enabling modernization while ensuring compliance with international standards.
  • Segment-Level Logical Architecture:
    Focus on designing logical architectures and segment engineering solutions rather than detailed software implementations or cloud configurations.
  • Framework Integration:
    Ensure the architecture aligns with JARM, FEA, and relevant international frameworks, delivering scalable solutions for enterprise-wide collaboration.
  • Interoperability Leadership:
    Guide efforts to integrate NSG, ASG, and allied systems, enabling secure and effective data sharing among partners within the FVEY alliance.
  • Stakeholder Collaboration:
    Engage senior NGA leadership and international stakeholders to ensure architecture alignment with global GEOINT strategies and mission-critical needs.
  • Compliance Leadership:
    Maintain compliance with DoDAF, IC PAG, and NGA GEOINT CONOPS while identifying and resolving gaps in architecture design and implementation.

Required Qualifications
  • Experience:
    • 15+ years of experience in enterprise architecture, systems engineering, and technical integration, including international collaboration.
    • Proven leadership in developing architectures supporting FVEY or similar international alliances.
  • Education:
    • Master's degree in Systems Engineering, Computer Science, or related technical field (Bachelor's degree with significant additional experience may be considered).
  • Expertise:
    • Mastery of JARM, FEA, and international frameworks for GEOINT systems.
    • Proficiency in DoDAF, IC PAG, and Model-Based Systems Engineering (MBSE) tools (e.g., Cameo Systems Modeler, Rhapsody).
    • Experience leading logical architecture and segment engineering for enterprise-level solutions.
    • Strong understanding of the FVEY alliance and international GEOINT partnerships.

Preferred Skills
  • Familiarity with cloud-based architecture principles (high-level knowledge only).
  • Experience with geospatial data architectures and Oracle Database/Spatial.
  • Expertise in testing and evaluation processes for international systems integration.
