GENERAL SUMMARY
Director, Mental Health Hospital Support is responsible for the oversight of clinical staff - orientation, performance, evaluation and education, as well as the development and implementation of policies. In this role, team performance, quality and outcomes will be measured, monitored and continually improved. This individual is also responsible for building and maintaining relationships across a diverse group of community stakeholders to enhance awareness and build referrals for of the continuum of mental health services provided at both CHKDHS and within the community. The incumbent will facilitate solutions with community partners to optimize access to mental health care and to improve outcomes. The ideal candidate will be passionate about fostering community relationships and have a strong background in developing strategies around community partnerships and advocacy. Reports to VP, Patient Care Services / CNO.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Oversight of Clinical Staff:
- Motivates therapy team towards the highest standards of practice and customer service and reinforces efforts through regular one on one and group staff supervision.
- Identifies and corrects deviations in practice, performance, or elements of the work environment that compromise safety or fidelity to the mission.
- Assists in the orientation of new employees to work expectations, commitment to professionalism, and adherence to the mission of CHKD's Mental Health Service Line.
- Conducts mock chart audits in accordance with DNV and DMAS and Medicaid regulations, when needed.
- Recognizes staff needs for education on administrative or clinical topics and implements a remediation or learning plan.
- Responsible for change management, including resiliency planning and ability to shift resources effectively when organizational and volume demands change.
- Successfully achieves expectations for volume, performance and outcomes as well as quality goals.
Development of Policy:
- Generates processes to improve quality of service, employee, and patient satisfaction.
- Ensures that the site is safe, clean, and maintained in accordance with company policies: charting procedures and regulatory requirements are followed by all site staff, and that all staff assigned to the site act as a cohesive team.
Provision of Clinical Care:
- Conducts clinical psychiatric evaluation, develops a clinical treatment plan and provides evidence-based therapies to children with mental health diagnoses and, potentially, co-occurring acute or chronic illness, trauma, or disability.
- Completes comprehensive report on all of the above for review by broader treatment team (such as treating MD referral source).
- Ensures comprehensive assessment and recommended treatment plan are submitted for reimbursement to third party insurance payer sources based on established guidelines.
- Obtains outcome measures, through use of psychometric tools, shares data on patient progress with collaborating physicians, and tracks clinical trends.
- Acts as an advocate and mental health educator to the child's primary support group, to include the child's primary care and specialty doctor, parental unit, educational system, legal system, and other parties invested in child's care.
Mental Health Hosp Support (0328)/ Mental Health Assessment Team:
- Ensures effective operation and performance of mental health hospital support and mental health assessment team.
- Develops standards to optimize productivity and to streamline work output
- Expected to manage escalating volume demands though programmatic optimization and innovation
- Successfully achieves expectations for volume, performance and outcomes as well as quality goals
- Works collaboratively with leadership throughout the main hospital and Pavilion.
- Expected to participate in assessment/evaluation when staffing is short, or volume/acuity is high.
- Responsible for the day-to-day operations of the MHAT and is expected to be present with the team and for the team during work hours.
- Conducts clinical mental health evaluation, to children in crisis and, potentially, co-occurring acute or chronic illness, trauma, or disability. Provides brief crisis focused intervention as necessary to support patients/families.
- Reports out at health system daily safety briefing.
- Expectation that Director is physically present and available for provider consultation in real time as needed.
Medical Social Work:
- Ensures the department's adherence to professional standards necessary for the provision of medical and clinical social work services to patients and families, including, but not limited to, psychosocial assessments, counseling, support group facilitation, grief and loss support, and case management services to facilitate community referrals and safe and appropriate discharge.
- Works collaboratively with physicians and patient care services to support the organization's clinical care and quality standards.
- Develops and maintains effective relationships with community resources and agencies to help patients meet their medical objectives upon discharge.
Community Engagement:
- Works collaboratively to engage with the community and across provider networks to build relationships and effective communication channels. This position is expected to be present and visible in the community and requires some work outside of traditional office hours on evenings and weekends.
- Establishes and maintains channels of communication to build understanding, appreciation, and progress of a mental health community system of care. Facilitates the comprehensive outreach strategy to increase collaboration, access to care, and improve outcomes.
- Meets and communicates on a regular basis with referral sources across the region and the Commonwealth. Reports on opportunities and challenges within referral sources and works to address identified areas. Responsible for building and maintaining referral relationships with measurable metrics monitored.
- Identifies areas for improved collaboration, service gaps, and referral channels. Develops and implements strategies and tactics in collaboration with service line leadership to advance access across the mental health continuum of care at both CHKD and within the community.
- Participates in community awareness and outreach activities including, but not limited to, Recovery Month, Overdose Awareness Day, Mental Health Awareness Month, Prevention Week, and Children's Mental Health Matters Week.
- Assists in planning and attending mental health related agency, community meetings, and events to bridge gaps in care and develop access solutions.
- Develops and maintains relationships with government agencies in collaboration with CHKD Government Relations to create an open channel of information sharing, resources, and ongoing advocacy.
- Utilizes relationships to propose creative solutions to advance access and provide opportunities for stakeholders to problem-solve shared concerns.
- Proposes and maintains strategic partnerships by engaging in activities to understand community aspirations, and support communities' efforts to address the most critical mental health needs within our communities.
- In collaboration with CHKD Government Relations, responds to requests from elected and appointed officials, healthcare and social support professional associations, and healthcare industry associations such as VHHA, to facilitate conversations with communities to address mental health related concerns and participate in community activities.
- Assess on an ongoing basis the communication tools needed to reduce the stigma of mental health and promote community solution to address wellness in the community.
Other:
- Will function as an administrator on-call and participate in daily safety brief.
- Will require some weekend and evening support/coverage for staff training and call outs, or when staffing shortages occur.
- Responsible for budget and resource management.
- Ensures compliance with regulatory agencies and monitors standards of practice within the department.
- Leads, manages, coaches, and trains a team or department, provides guidance, support, and mentors to ensure optimal performance and productivity.
- Oversees the recruitment, hiring, team/department orientation, performance appraisals and disciplinary actions including up to termination processes for a team or department.
- Travel to offsite locations is a regular expectation of this position.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- Required Education and Experience
- Bachelor's degree in Social Work, Counseling, or related field (Public Health, Psychology, Health Communications, Human Services) required.
- 5+ years of progressive experience as a health care professional in a mental health related field required.
- Experience working with children and their families with an emphasis on evidenced based prevention, early intervention services, and trauma informed care required.
- Experience with project and grants management, professional group facilitation, public speaking, and report writing required.
- Previous experience in public education campaigns and related media/marketing activities required.
- Experience and cultural competence to understand, communicate and work effectively and respectfully across all constituents that represent diversity of culture, such as demographics, socioeconomic status, race, ethnicity, and language required.
- Preferred Education and Experience
- Master's degree preferred.
- Relationship-building and stewardship skills with the ability to engage and inspire donors preferred.
- Required Knowledge, Skills, and Abilities
- Familiarity with youth/family mental health systems of care, services, and agencies within the region.
- Strong proficiency and technical aptitude in MS Office products, including Excel, PowerPoint, Outlook, and Word.
- Excellent interpersonal, communication, and presentation skills with the ability to motivate and lead professional, paraprofessional, and stakeholder groups.
- Ability to resolve complex issues and prioritize tasks.
- Ability to interact in a hybrid/virtual environment.
- Ability to travel to various locations (meetings, events etc.)
- Increased Security Clearance may be required: FBI fingerprinting, criminal background check, and Child Protective Services registry search.
