Major Duties
GS-12
  • As a Financial Management Analyst, performs a range of financial management work in support of administrative and investigative program needs. This includes performing various budget analysis activities, using efficient and effective methods to reconcile accounts and formulate costing.
  • Applies reconciliation techniques toward budgets comprised of multiple funding appropriations and ensures monies are utilized in a manner consistent with congressional intent and the FBI's mission; reconciles cash, accounts receivable, accounts payable, and other general ledger accounts; monitors and analyzes expenditure activity to identify potential surplus or deficit of funds that may require consideration of the reallocation of funds; develops plans and recommends solutions to management regarding account discrepancies; and performs various audits of program budget accounts.
  • Responsible for a range of procedures pertaining to the classification, reconciliation, recording, reporting, and provide recommendations of accounting data to ensure appropriated funds are executed in compliance with rules and regulations governing financial transactions for both investigative and administrative operations.
  • Ensures financial management expectations are met and financial transactions are completed within authorized budgets in a timely and accurate manner. Conducts a detailed review of disbursement documents; classifies expenses; monitors expenditure rates; and maintains records of obligations and expenditures within budgeted funds for specific accounts.
  • Prepares monthly reconciliations of revolving confidential advances and program specific funding. Maintains proper financial balances to assure that management obtains maximum benefits from financial resources. Makes recommendations, monitor effects, and establishes effective controls to address budget shortages and meet objectives.
GS-13: In addition to the above, the selectee:
  • Conducts financial management studies and prepares extensive financial reports.
  • Formulates strategies & recommendations regarding the interpretation of Office of Management and Budget (OMB) directives and circulars; extracts financial data from various reports; and applies logic necessary for budget formulation of requests.
  • Discerns and makes recommendations to resolve conflicting objectives and imposing regulations. Establishes and maintains effective internal controls over financial reporting methods which include safeguarding of assets and complying with appropriate laws and regulations.

Specialized Experience (SE):
GS-12: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-11 grade level. SE is defined as follows:
  • Experience with financial management work to support various program needs, this includes accounting, budget, and financial reporting.
  • Experience performing budget analysis to reconcile and summarize spending .
  • Experience applying reconciliation techniques towards budgets, ensuring monies are utilized in a manner consistent with policies and regulations;
  • Experience analyzing expenditure activity to monitor spend plan activity.
  • Demonstrated speaking during meetings, collaborating with partners, and providing guidance on detailed subject matter.
GS-13: Applicant must possess at least one (1) year of specialized experience equivalent to the GS-12 grade level. SE is defined as follows:
  • Experience extracting and analyzing financial data from various reports for budget formulation and spend plan reviews.
  • Experience developing and presenting financial plans that include recommendations and offering solutions to management regarding forecasting and adjustments.
  • Experience performing independent quality assurance reviews of budgets and expenditures.
  • Demonstrated ability in establishing internal controls and adhering to recommended objectives.

    • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.

    • Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI. The 12-month waiting period begins the day an employee reports for duty at the new location.
    • Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
    • Memorandum for Record: Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e., back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position. If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record):
    a. Percent of time worked in the particular position (cannot conflict with main duties)
    b. The month/year work began
    c. Frequency worked (i.e., daily, monthly, etc.)
    d. Specific duties performed
