The Behavioral Health Manager is responsible for overseeing crisis services and outpatient mental health services within the organization. This role involves managing a multidisciplinary team, ensuring the delivery of high-quality care, and developing programs that address the mental health needs of the community. This position would involve building the mental health outpatient program. Provides consultation to designated crisis responders in the county involuntary treatment program on clinical issues, program policies, court practices, and legal issues. This position is responsible for administration (scheduling, coordinating/leading meetings, providing supervision, approving timecards, and requesting supplies). As a manager and Designated Crisis Responder this position will occasionally take calls, respond to requests for services and works with the clinical team upon the opening of the mental health outpatient program, to provide individual and family therapy as well as case management services to a diverse population of children, youth, and adults in Klickitat County.
Essential Job Duties

  • Attends meetings as the manager of the crisis team when directed. Assists with supervision of clinical staff to include Outpatient Mental Health Therapists, DCR's, Crisis Case Managers, and supports SUD department staff.
  • Fulfills the essential job duties as listed in the Designated Crisis Responder/Therapist job description.
  • Develop and implement the Outpatient Mental Health department and oversee this department by monitoring program effectiveness, ensuring compliance with Medicaid standards, ensure adherence to state and federal regulations regarding behavioral health services and utilizing data and feedback to make improvements.
  • Provides clinical supervision to and evaluates the work of subordinate county designated crisis responders to ensure accuracy, quality assurance and compliance with RCW 71.05, 71.34, 10.77, and 70.96B, and related WACs. Provides clinical supervision to Outpatient Mental Health Therapist(s) to ensure accuracy, quality assurance, and compliance with Medicaid standards. Provides clinical supervision to include assessment of clinical skills, giving constructive feedback, and providing additional training.
  • Responsible for coordinating the Designated Crisis Responder (DCR) schedules to ensure adequate 24/7 coverage.
  • Provides back-up coverage via phone or in person as needed, to include nights and weekends.
  • Acts as a second professional necessary for accompanying a designated crisis responder when potential safety concerns arise from outreach evaluations.
  • Acts as Clinical Liaison between community members (i.e., hospitals, evaluation and treatment facilities, physicians, and outpatient providers) on behavioral health issues. Provides relevant information to prosecuting attorneys, judges, and public defenders. Build and maintain partnerships with community organizations, stakeholders, and service providers. Advocate for policies and resources that enhance mental health services and support for individuals in crisis.
  • Monitors the Less Restrictive Alternative (LRA) and Conditional Release (CR) process with outpatient providers. Provides leadership and assistance for the team regarding revocations or extensions of LRA and/or CR orders and provides coordination of required court testimony if requested.
  • Leads the Quality Assurance/Quality Improvement program and schedules monthly meetings for the review of behavioral health policies, protocols and related forms as needed and makes changes when clinically indicated. Ensure staff compliance with organizational policies, state regulations, and ethical standards.
  • Responsible for maintenance and timeliness of all records, progress notes, and other required documentation.
  • Supervises maintenance of proper and accurate documentation of all client records according to contracts and quality improvement plans.
  • Provides onboarding for new staff, orientation, training, and on-going clinical support to designated crisis responders and Outpatient Mental Health Therapist(s) as needed.
  • Coordinates and supports Behavioral Health Court and Criminal Just Treatment Account (CJTA) services.
  • Assist in developing and managing the budget along with the Director for behavioral health services, statistical and routine reports as required. Prepares quarterly and annual reports to ASO. Assist when needed with billing to ensure billing requirements are being met.
  • Supervises and assigns all behavioral health caseloads.
  • Facilitate regular team meetings, performance evaluations, and professional development opportunities.
  • Performs other related duties as assigned.

  • Requirements/Minimum Qualifications

    Education:
    • Master's degree in Psychology, Social Work, Counseling, or a related field.
    • Be fully licensed in relevant mental health profession (e.g., LICSW, LPC, Psychologist, LMHC).
    Experience:
    • Three years of clinical experience required, with at least 2 years in a managerial or supervisory role.
    • Experience in crisis intervention and outpatient mental health services.
    • Ability to provide clinical supervision for clinical staff working toward licensure (preferred).
    • Knowledge of Evidence Based theories, principles, and practices of the evaluation and treatment of persons exhibiting social, emotional, and/or behavioral difficulties.
    • Knowledge of principles and practices of employee supervision and evaluation.
    • Knowledge and adherence to HIPAA/FERPA and CFR 42 Part 2 as it specifically pertains to all behavioral health programs and records.
    • Knowledge of DSM and American Society of Addiction Medicine (ASAM) criteria.
    • Knowledge of case management/community support criteria and the ability to produce and maintain accurate and consistent records of each case.
    • Knowledge of all federal, state and county rules and regulations as required in Washington Administrative Code (WAC), Revised Code of Washington (RCW), and contract requirements.
    • Proficient knowledge in use of standard office equipment including computers, copiers, fax machines as well as current computer software including Excel and Word.
    • Demonstrated skill in supervisory techniques.
    • Skill in strong leadership abilities to assure prompt response to behavioral health emergencies.
    • Skill in record keeping and case management and research.
    • Skill in operation of office equipment used to provide the necessary information.
    • Ability to supervise, train, assign tasks and evaluate the work of employees.
    • Ability to maintain continuing liaison and professional working relationships with behavioral health agencies and other medical and human service-related agencies and providers.
    • Ability to accurately diagnose, according to the DSM and ASAM and to prepare and implement effective treatment plans and updates.
    • Ability to work independently.
    • Ability to communicate effectively verbally and in writing with clients, staff, and the public.
    • Ability to manage conflict.

    • Submit to a criminal background check, as required by Washington State Law.
    • Washington State Driver's License or ability to be a licensed driver in Washington State.
    • Documented completion of continuing education on an annual basis to maintain certification and licensure as applicable.
