The Department of Psychology has an outstanding opportunity for a Manager of Program Operations to join their team.

This Associate Administrator (Manager - Program Operations) position oversees and manages the finance and research administration for the Department of Psychology

Psychology is one of the largest departments within the College of Arts & Sciences. Its dual missions are teaching/training undergraduates and graduate students in the various disciplines of psychology and performing cutting edge and translational research.

Our undergraduate and graduate instructional programs train science-minded students to enter the workforce, and to create new leadership for a better world. We are in the top three departments in Arts & Sciences in enrollment and students taught. The department's current research initiatives seek to promote social equality, optimize human potential and understand behavior through brain science. Psychology receives approximately $11 million in funds annually from a complex mix of sources including government, foundations, and private grants and contracts in addition to private directed gifts,

Psychology is home to 200+ faculty, postdoctoral scholars, staff and graduate students. Twenty-five staff members provide administrative, operations, computing, and academic support.

The Associate Administrator is the chief financial officer responsible for all financial planning and management. This position, in partnership with the Chair, Administrator and Associate Chairs comprise the leadership team, and will create policies and procedures and participate in long-range planning.

DUTIES AND RESPONSIBILITIES

Financial planning and management (approx. 60%)

Oversee and manage the financial resources of the unit to ensure smooth and continuous operations of the department, monitor and perform best ethical and fiduciary practices. Key financial management skills for the Associate Administrator include:

  • Effectively utilize multiple sources of funding including government, foundation, research cost recovery, grants, gifts, endowments and other sponsored contracts and agreements to meet department objectives.
  • Plan, organize, and direct the unit's financial support operation, including planning, budgeting, and accounting functions.
  • Hire, assign, direct, and review the work of 6 fiscal/grants staff who provide operational support for the department's fiscal/research operations. Hire temporary and student staff as needed.
  • Develop and implement appropriate internal controls.
  • Establish and maintain the department's account management procedures.
  • Implement appropriate University policies and procedures for purchasing, travel requests, and reimbursements.
  • Administer budgetary affairs, including financial and business planning, monitoring and forecasting. Develop budget models to guide short-term and long-term planning. Present budget report for department budgets to Executive Budget Committee on a quarterly basis to assist in budgetary decision making.
  • Produce quarterly and ad hoc reports for the Chair, faculty and student internal awards to include spending projection.
  • Develop and implement effective and efficient administrative procedures for fiscal support areas.
  • Maintain in-depth knowledge of the department's financial operations, funding sources, policies, and procedures.
  • Interpret policies and regulations concerning the department's financial activities; ensure compliance with the University's policies and procedures as well as guidelines from the federal government, state, and other research project sponsors.
  • Understand the UW system of budgets and fiscal reporting, and interpret this information to guide financial decisions.
  • Develop and monitor policies and procedures to direct financial activities and establish the unit's position on financial matters.
  • Coordinate interactions between the department, College Advancement and the Treasury Office for fiduciary management of endowment funds.
    Research Administration and pre-award (approx. 40%)
  • Design and implement administrative procedures for grant and contract administration.
  • Interpret and integrate federal, state, industry, and private policies, laws, contracts, and agreements regarding research activities at UW.
  • Coordinate interactions between the department and the Office of Sponsored Programs and Grant and Contract Accounting, as appropriate.
  • Work closely with department grant staff to understand deadlines, planning needs, and ensure compliance with funding agency requirements for timely submission of proposals.
  • Ensure accurate and timely information is provided to the department to help manage the Faculty Effort Certification and any databases related to the collective research of the department.
    MINIMUM REQUIREMENTS
  • Bachelor's Degree in Business, Accounting or related field.
  • Four to five years of budget management and grant & contract experience in a complex administrative organization.
    Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.
    ADDITIONAL REQUIREMENTS
  • Management-level administrative experience, preferably in a research environment.
  • Demonstrated competence in financial operations, business planning, financial analysis, and strategic planning.
  • Supervisory oversight and office management experience.
  • Proven leadership, communication and problem solving skills.
  • Demonstrated ability to effectively address complex and sensitive administrative and personnel issues.
  • Strong experience in federal grants management.
  • Knowledge of UW policies and procedures.
  • Proficient in Microsoft Excel, Word, Adobe Acrobat.
  • Proficient in UW Systems: SAGE, Financial Desktop, ProCard System, Ariba, UW Hires, etc.
  • Proficient in UW ADP systems, including FIN, BGT, SDB.
    DESIRED QUALIFICATIONS
  • Prior experience as Manager of a research unit at UW.
  • Master's degree in related field - MBA, MPA.
